The IRC's MENA Early Childhood Development Portfolio

The IRC’s MENA ECD portfolio builds on more than seven years of work through initiatives such as Ahlan Simsim, Play to Learn, Vroom and others, reaching millions of children and caregivers with quality early childhood development services, content, digital solutions, and tested program models. Across the region, IRC works with national ministries and public and private partners to integrate scalable ECD interventions into health, education, protection, and other systems, with a focus on young children and caregivers affected by crisis and conflict.


The MENA regional ECD team manages regional projects, supports country-specific awards, contributes to business development, and provides technical and operational support across program quality, content development, research and monitoring, advocacy and communications, project and financial management, and digital technology.


Role Purpose

The Digital Portfolio Senior Manager will oversee the end-to-end development, management, and growth of IRC’s ECD digital portfolio in MENA. The portfolio supports ECD programming across the region and serves multiple projects and audiences, including caregivers, educators, NGO and government partners, and country program teams.

The portfolio currently includes Facebook and Instagram pages; an AI-powered chatbot available through WhatsApp, Telegram, and Messenger; three mobile applications; online learning courses hosted on DisasterReady; and a website that houses programs, content, resources, and digital assets.

The role will maintain, strengthen, and grow this portfolio by managing the digital team and working closely with the technical and content team, coordinating a range of digital technology service providers, including vendors, consultants, and volunteers, and overseeing the strategy, implementation, and continuous improvement of IRC’s ECD digital products in MENA. The role will focus on expanding digital reach, improving user engagement, strengthening usability and accessibility, and ensuring that all digital products remain user-centered, contextually relevant, and aligned with IRC’s ECD programmatic priorities and Arabic content.


ROLES AND RESPONSIBILITIES

Lead the IRC ECD digital portfolio in MENA

• In coordination with the Deputy Project Director for Content and Delivery and the technical team, develop the strategic direction, planning, and management of IRC's ECD digital portfolio in MENA, including social media channels, chatbot platforms, mobile applications, and the website.

• Ensure that all digital products and channels are aligned with IRC’s mission and goals, audience needs, program priorities, and global, regional and country programs growth objectives.

• Identify opportunities to improve, expand, integrate, or adapt digital products based on user insights, program needs, regional and country-level partner priorities, and performance data.

• Support decisions on which digital products should be maintained, scaled, improved, or phased out.

• Promote the digital portfolio to country program teams and partners, train them on using the products, update them about changes to the products.

• Ensure alignment with IRC and project specific branding guidelines across the digital products.


Manage digital strategy, growth, and audience engagement

• Lead the development and implementation of digital growth strategies to increase the reach, engagement, and use of IRC's ECD digital platforms and products in MENA.

• Oversee social media and digital marketing strategies, including paid campaigns, audience targeting, community engagement approaches, and growth experiments.

• Monitor digital trends, platform changes, and audience behaviors, particularly among vulnerable, displaced, and underserved communities in the region.

• Guide the team in testing and optimizing campaign approaches, content formats, and outreach strategies to improve visibility, engagement, and impact.


Oversee content, website, and platform coordination

• In close collaboration with the technical and content team, oversee the planning, production, and quality assurance of digital content across IRC’s ECD platforms, ensuring content is accurate, accessible, evidence-based, platform-suitable, and aligned with IRC regional ECD priorities.

• Manage the maintenance and improvement of IRC’s ECD website in MENA as a central platform for programs, content management and adaptation, resources, and digital assets. Manage the future development of the website to accommodate future content and feature updates.

• Coordinate with content, design, product, program, and technical teams to ensure that digital platforms are updated, user-friendly, and consistent in messaging and branding.

• Ensure the content used across the digital products communicates well in MSA Arabic and addresses diversity in the region.

• Use caregiver feedback, platform analytics, and program input to identify content gaps and inform content improvements, in close coordination with the technical and content team.


Lead data, learning, and optimization

• Define and track key performance indicators across the digital portfolio, including reach, engagement, retention, product usage, conversion, and campaign performance.

• Oversee regular analysis of social media, website, chatbot, mobile app, and campaign data to identify trends, risks, and opportunities.

• Ensure that performance reports include clear learnings, findings, and actionable recommendations for improvement.

• Promote data-driven experimentation, including A/B testing, user feedback loops, and continuous optimization.


Manage teams, partners, and cross-functional collaboration

• Manage and guide the digital portfolio team, consultants, vendors, and agencies, ensuring clear roles, workplans, timelines, budgets, and deliverables.

• Coordinate with internal teams, including content, creative, communications, technology, MEAL, program, country teams and technical advisors, to ensure smooth implementation of digital portfolio priorities.

• Contribute to managing relationships with key partners where relevant to the digital portfolio, local and international NGO partners, ministries, vendors, and external collaborators.

• Represent the digital portfolio in internal and external discussions, advocacy opportunities, partner meetings, and planning processes.

• Support annual planning, budgeting, donor reporting, and strategic documentation related to the digital portfolio.

Other Internal and/or external contacts:

• Internal: Regional Technical Lead, ECD staff (regional and countries’ teams), Technical Advisors (region and HQ based), IRC support staff

• External: Donors, international, local and national partners, community representatives, vendors, consultants, interns and volunteers.


Requirements:

• Bachelor’s degree in Education Technology, Computer Science, Communications, Digital Media, or a related field.

• 6+ years of experience in digital product management, social media management, growth marketing, or a related role, ideally within the nonprofit or education sector.

• A strong understanding of user experience and design principles.

• Familiarity with analytics tools (e.g., Facebook Insights, Instagram Analytics, Google Analytics) and growth tactics such as A/B testing and content experimentation.

• Excellent written and verbal communication skills, with experience crafting compelling, mission-aligned messaging.

• Strong project management skills and budget tracking, with the ability to manage multiple priorities and adapt quickly to changing needs.

• A record of vendors and partners’ management and coordination.

• Collaborative mindset, with experience working cross-functionally and coordinating with diverse teams, ideally across regions.

• Passion for early childhood development and an understanding of caregiver needs in this context.

• Highly Creative and Self-motivated: Ability to think outside the box, bring fresh ideas, and take initiative without constant direction.

• Strong Problem-solving Skills: Ability to handle challenges and come up with strategic solutions that drive results.

• Excellent Arabic and English skills (written and spoken).


Preferred Qualifications

• Proven track record of developing and executing successful digital campaigns that drive audience growth and engagement.

• Proven track record of managing all aspects of a successful product throughout its lifecycle.

• A strong understanding of software development, AI, and web technologies.

• Proven record in e-learning development and instructional design.

• A strong experience with Agile methodologies, collaborative tools and agile project management.

• A strong experience in creative directing and graphic design.

• Previous experience managing small teams.
