The [IMEO Contracting and Internal Coordination Support] consultant will provide administrative and coordination assistance. The consultant will consolidate functions currently split across several roles and work in close collaboration with the IMEO Contracting Coordinator to support recruitment, contracting, onboarding, payments, and internal coordination processes

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. The consultant will support the IMEO Contracting Coordinator in efforts to ensure the effective administration of IMEO’s personnel and internal coordination processes by providing reliable support to recruitment, contracting, onboarding, consultant payments, event logistics, and travel arrangements in full compliance with the rules. The result will be streamlined processes, timely contract and payment submissions, and well-organized coordination of IMEO meetings and events. The consultant will perform the following tasks: 1. Contracting and Personnel Administration • Support the preparation, review, and submission of consultancy contract packages (both UNEP and UNOPS). • Monitor contract timelines and proactively notify relevant managers of upcoming expirations. • Advise managers on contract expiry dates, contract terms, risks and processes, indicating issues and escalating to the Contracting Coordinator • Maintain updated contract and personnel trackers, ensuring accuracy of data. • Support revise ToRs and other documents needed for the processing of new contracts and renewals. • Contribute to the development and implementation of internal guidance documents and standard operating procedures to streamline recruitment, contract renewal and contract expiration processes 2. Recruitment, Onboarding, and Offboarding • Support candidate outreach and initial screening logistics. • Coordinate interview scheduling and related communications. • Create, maintain, and improve (as needed) an Internal Coordination Dashboard for Contracting and Onboarding processes to facilitate the organization of the contracting team, as well as communication and updates for management. • Provide support for onboarding and offboarding processes, and improve the current onboarding package. • Assist in the organization and documentation of performance evaluation processes. 3. Payments and Deliverables Tracking • Support the monthly submission and tracking of UNEP deliverables for payment, including supporting the coordination of UNEP interim and final evaluations needed for monthly payments of consultants. • Assist with collection and submission of UNOPS Contracts of Performance (COPs). • Maintain oversight of deliverable/COP trackers to ensure timeliness and completeness. • Liaise with consultants and the IMEO Contracting Coordinator to resolve payment-related issues. 4. Internal Coordination and Administrative Support • Provide administrative support for IMEO retreats, including venue procurement, travel coordination, and documentation. • Draft, review, and edit documents, reports, and internal communications as required. • Identify opportunities for process efficiency and propose improvements. • Attend and actively contribute to IMEO Office Hours, providing support and responses to contracting and administrative questions raised by team members • Coordinate and moderate weekly team meetings and monthly IMEO Open discussions. 5. Event Planning and Logistics • Support planning, coordination, and execution of IMEO internal retreats, workshops, and meetings. • Coordinate travel plans and logistical arrangements for consultants and staff. • Keep the internal guidance documents updated and provide training and assistance to the specific team focal points when needed. • Provide on-the-ground administrative support during IMEO events as required. 6. Team Culture Initiatives facilitation • Organizing informal coffee chats and mentorship meetings. • Assisting in the development and implementation of initiatives to foster a positive workplace environment, collaboration, and strong teamwork, particularly in a remote work setting. The consultant will report to Head of IMEO

Qualifications/special skills

Masters or Equivalent ideally in human resources, project management, contracting OR First Level Bachelor’s degree in a related field in combination with 3 years of qualifying experience • Minimum 02 years of experience in contracting and project management • Knowledge and experience in personnel recruitment and administrative support • Experience working in the United Nations or a national or international organization will be considered a plus.

Languages

Fluency in oral and written English. English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset.
