About the Region
The Europe and Central Asia Regional Office (ECR), based in Geneva, is responsible for the effective management, coordination and oversight of UNOPS operations across the region. About the Country/Multi-Country Office
Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.
About the Project Office
Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.
Job Specific Context
The Support Services Senior Assistant supports the effective and efficient delivery of administrative, logistics, office procurement, and operational support services within the UNOPS Tashkent Office. The role contributes to the smooth implementation of office operations by assisting with administrative processes, travel and logistics coordination, procurement support, protocol matters, asset and inventory management, and other support service functions in compliance with UNOPS rules, regulations, policies, and procedures.
Role Purpose
Under the direct supervision of the Support Services Senior Officer and the overall guidance of the Head of Support Services, the Support Services Senior Assistant supports office operations by carrying out a range of administrative and operational processes, ensuring accuracy, efficiency, and high quality service delivery.
Functions / Key Results Expected
Administrative Support
Provides administrative and operational support to office activities and service functions in accordance with established policies, procedures, and organizational guidelines. Assists in coordinating routine office processes and client service activities to ensure timely and efficient support to personnel and stakeholders.
Supports the maintenance of administrative records, files, commitments, expenditures, and related documentation to ensure accuracy and compliance with applicable procedures and controls.
Assists with inventory/asset management activities, including tracking, recording, and issuing office supplies and equipment, while maintaining accurate inventory records.
Processes and reviews travel requests, supporting documentation, and related administrative transaction s to ensure completeness and compliance with established procedures. Provides transactional and data entry support within OneUNOPS (ERP) systems and other administrative platforms, as assigned.
Responds to routine administrative inquiries and provides general office support to staff, clients, and visitors, contributing to effective day to day office operations.
Support in protocol matters, ensuring efficient delivery of client services, including registration and de-registration of personnel with host government authorizations.
Logistics and Operations Support
Process travel claims, travel related payments, and supporting documentation.
Organize shipments and customs clearance arrangements for incoming and outgoing UNOPS shipments.Prepare shipping and customs documentation and coordinate timely follow up actions
Prepare documentation for security clearances.
Organize airport pickups, , customs, and hospitality support for visiting officials.
Coordinate with UN departments and external entities regarding import/export and transfer of goods.
Provide guidance to staff and dependents on required documentation and import/export procedures.
Track the status of submitted documentation and maintain monitoring records.
Provide updates on administrative processes, pending actions, and project file status.Supervise transportation services, including vehicle maintenance, insurance, fuel monitoring, and client service quality.
Report and follow up on vehicle accidents, loss, theft, or damages and maintain vehicle history records.
Monitor transportation contractors and process related invoices.
Operational Procurement/Contract Administration
Process purchase orders and related office procurement transactions
Support procurement activities for goods and services required for office operations
Assist in creating, tracking, and managing purchase orders in accordance with organizational procedures.
Support contract administration activities, including monitoring contract implementation, compliance, and invoice processing,
Maintain office procurement and contract records and ensure proper documentation.
Coordinate with vendors and service providers regarding operational procurement requirements.
Inventory and Facilities Management Support
Conduct physical inventory checks and prepare periodic inventory and asset reports.
Serve as custodian for office stationery suppliers, maintaining accurate stock lists, distributing supplies as needed, and keeping detailed distribution logs.
Conduct and report on surveys assessing office maintenance needs and client satisfaction.
Gather information for administrative surveys to support the organization and improvement of common services.
Knowledge Building and Sharing
Provide planning support for logistics, inventory and facilities management-related training sessions and learning initiatives.
Participate in the delivery and facilitation of knowledge-sharing activities to build administrative, logistics, travel, inventory and facilities management capacity within the organization.

Secondary school (or equivalent) with 5 years of relevant experience OR
Bachelor’s degree (or equivalent) in any discipline with 3 year of relevant experience is required.
