Project Context and Scope

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration, committed to promoting humane and orderly migration for the benefit of all. 

Within the framework of the project “Reducing community-level vulnerabilities to Trafficking in Persons in Moldova”, IOM Moldova is implementing a digital communication and Social Media Marketing (SMM) campaign targeting vulnerable populations, particularly Roma communities. 

The campaign aims to raise awareness on safe migration, risks of trafficking, and available support services, through culturally adapted messaging delivered via social media platforms, community networks, and strategic partners.

To ensure professional production and wide outreach, IOM engaged a service provider/company responsible for the implementation of the campaign deliverables.

The Communications Assistant Consultant will provide technical, coordination, and quality assurance and technical support support to the Media and Communications and Protection Units and the contracted company, ensuring that all campaign products meet IOM standards, are culturally appropriate, and are effectively disseminated among target communities.

Responsibilities

Tasks to be performed under this contract
  • Campaign Planning and Coordination

  • Support the review and refinement of the content plan and timeline developed by the contracted company.Ensure alignment of all produced media and communication materials with IOM communication standards, project objectives, and target audience needs.

  • Participate  in coordination between the media company, Roma mediators, influencers, NGOs, and institutional partners.

  • Track implementation progress and ensure timely delivery of agreed outputs.

  • Review and provide feedback, including suggestions for improvement according to the objectives of the project and target audience  on all campaign materials produced by the company, including: 

    • Video scripts and storyboards

    • Visual materials (infographics, banner, social media content)

    • Audio content (radio spot)

  • Quality Assurance of Content Production

  • Ensure that materials are: 

    • Culturally appropriate for Roma communities

    • Accurate and aligned with safe migration messaging

    • Compliant with IOM branding and donor visibility requirements

    Support to Video Production

  • Coordinate with the company in the development and production of: 

    • One video (1–2 minutes) on safe migration and trafficking risks

    • One video (1–2 minutes) featuring a success story of a Roma community member

    • Short-form videos (up to 40 seconds) adapted for Instagram and TikTok

  • Liaise with Roma mediators, influencers, and community members involved in filming.

  • Support identification of participants and ensure informed consent procedures are respected.

    Digital Campaign Implementation Support

  • Advise and coordinate with the company in planning and coordinating dissemination across: 

    • Facebook, Instagram, LinkedIn, X, YouTube

  • Ensure strategic posting through: 

    • IOM Moldova platforms

  • Monitor campaign rollout and flag any issues to MCU.

    Development of Campaign Products

  • Support review and finalization of: 

    • Campaign banner (including hotline number and embedded links)

    • Three infographics based on IOM data

    • Radio audio spot

  • Ensure consistency of messaging across all outputs.

    Monitoring and Reporting

  • Support monitoring of campaign performance (engagement, reach, feedback from communities).

  • Provide periodic updates to MCU on implementation progress.

  • Prepare a final report summarizing: 

    • Activities implemented

    • Results and outreach achieved

    • Lessons learned and recommendations

Performance indicators for the evaluation of results
  • Timely completion of assigned tasks

  • Quality and accuracy of feedback provided to the company

  • Compliance of deliverables with IOM standards and guidelines

  • Effective coordination with stakeholders

  • Contribution to successful outreach of the campaign 

  • Inputs and coordination notes related to dissemination activities

  • Monitoring inputs and tracking of campaign implementationFinal report summarizing campaign results and recommendations

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Communications, Journalism, Media Studies, Social Sciences, or related field

Experience

  • At least 2 years of experience in communications, media, or social media campaigns

  • Experience working with external service providers or managing communication projects

  • Experience in community-based campaigns or work with vulnerable groups is an asset

  • Experience in working with international organizations and UN agencies is an asset.

Skills

  • Strong writing and editing skills 

  • Knowledge of social media platforms and digital communication tools

  • Basic understanding of audiovisual content production

  • Knowledge of migration and trafficking topics is an advantage

Languages

  • Fluency in Romanian and English

  • Knowledge of Russian and/or Romani language is an asset

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
