The South Asia Region (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather events. Additional challenges are that South Asian countries tend to have high malnutrition/stunting rates; large informal sectors and low female labor force participation rates.
Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

Unit Context:
The Public Sector (Governance) team in India works to strengthen public institutions, improve governance outcomes, and enhance the effectiveness of public service delivery. The team engages with the Government of India — at both central and state levels — across a broad work program that includes lending operations, analytical and advisory engagements, and technical assistance. Key areas of focus include public financial management, civil service reform, digital governance, decentralization, intergovernmental fiscal transfers, and accountability mechanisms. The team collaborates closely with government counterparts, development partners, research institutions, and civil society to advance governance reforms that are inclusive, evidence-based, and results-oriented.
The Public Sector team is integrated with the Fiscal Policy and Growth team in New Delhi office. The team is seeking an Extended-Term Consultant (ETC) at level C1 based in New Delhi to deliver comprehensive research, analytical, and statistical support to the team. The initial contract is for 12 months, with the potential to extend for up to 3 years, subject to funding availability and individual performance.
Duties and accountabilities:
• Maintaining and updating databases on public sector performance, public financial management, fiscal data, and governance indicators relevant to the Indian context.
• Providing substantive inputs to analytical work, including data analysis, production of charts and tables, and preparation of reports, policy notes, and briefings on public sector and governance topics.
• Supporting the preparation of key analytical outputs related to India's public sector.
• Contributing to the preparation and supervision of lending operations and technical assistance activities related to public sector governance reform.
• Engaging with counterparts in the Government of India (central and state levels), development partners, academia, think tanks, and civil society organizations on governance and public sector reform issues.
• Assisting in organizing and facilitating workshops, seminars, and knowledge-sharing events with government and other stakeholders.
• Performing other duties as assigned by the Task Team Leaders and the Practice Manager.
Selection Criteria
• Minimum of a Master's degree in public administration, public policy, economics, political science, or a related field. A PhD in a relevant discipline would be an asset.
• At least two years of relevant work experience in public sector reform, governance, public financial management, or related areas.
• Strong understanding of public sector governance, public financial management, and institutional reform processes in the Indian context.
• First-hand knowledge of India's governance landscape, including central-state fiscal relations, civil service structures, and public service delivery mechanisms.
• Proficiency in quantitative data analysis tools, including Excel.
• Experience in preparing policy notes, reports, and presentations for senior government officials and/or development organizations.
• Strong analytical and research capabilities, with the ability to synthesize complex information into clear and actionable recommendations.
• Excellent communication and interpersonal skills and English (written and spoken) skills. Capacity to engage constructively and diplomatically with senior government officials and other stakeholders.
• Ability to manage multiple assignments simultaneously and deliver high-quality outputs under tight deadlines.
