VPU Context: 

East Asia Pacific (EAP) is a large and diverse region, ranging from Small Islands States of the Pacific to the Philippines and China. Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role on global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the region, with a leadership role on analytical and advisory services as well as financing.
Unit Context: 
The World Bank's office in Port Moresby has around 47 staff, and is managed by a Divisional Director covering Papua New Guinea, Solomon Islands and Vanuatu. 
The World Bank’s active projects in PNG include a broad range of investments focused on road maintenance and rehabilitation, water supply and sanitation, agriculture, urban youth employment, the energy sector, health, education, and access to jobs. In addition, the World Bank is providing analytical and advisory support to the government of PNG focused on Health, Education and Child Nutrition, Agri-Food System Transformation, Public Finance Review and PNG Poverty and Equity Assessment. 
The Word Bank office in Port Moresby is seeking a dynamic candidate to join the team as an Extended Term Temporary (Team Assistant / ETT-TA). The selected candidate will provide administrative support to task teams delivering support to World Bank clients.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one/two year(s), at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their third-year ET appointments are not eligible for future ET appointments.

Duties and accountabilities:
Operational support

• Provide support for preparation and implementation of World Bank projects and activities according to Bank procedures

• Provide administrative support for procurement, payment processing, and contract management in line with World Bank policies.

• Assist with travel arrangements for staff and visiting missions, including visa processing, ticketing, accommodation, and transport.

• Organization of meetings, workshops, and events, including logistics, documentation, and coordination with vendors and participants.

• Maintain office records, files ensuring accuracy, confidentiality, and compliance with World Bank procedures.

• Draft routine correspondence, reports, and meeting minutes as required.

• Ensure that the necessary clearances are obtained and forwarded in a timely manner to the Division Director for signature.

• Perform reviews of project Statement of Expenses (SOE) to confirm the eligibility of expenses incurred.

• Assist Task Team Leaders in getting support and guidance from World Bank Headquarters in Washington, Global Practice (GP), Resource Management (RM) and project processing and other issues.

• Participate in project field missions as per the request of supervisor.

• Perform other administrative tasks as assigned by the Country Manager or designated supervisor.

Time management

• Maintain and coordinate the office calendar, including scheduling meetings, appointments, and events for staff and visiting missions.

• Proactively manage conflicting priorities and ensure optimal use of teams and meeting resources.

• Track deadlines for key deliverables, follow up on outstanding tasks, and provide timely reminders to staff and management.

• Assist in the development and monitoring of work plans for administrative and operational activities.
Logistic Planning and Data Management

• Liaise with vendors, service providers, and internal teams to ensure all logistical arrangements are in place and meet World Bank standards.

• Prepare and process travel authorizations, expense claims, and related documentation in compliance with World Bank procedures.

• Collect and input data provided by Task Team Leaders into the central database, including processing new project status reports.

• Maintain up-to-date divisional project files (both paper and electronic) and retrieve data from various sources and compile these for use by the Division Director and/or the Country Management Unit (CMU)

• Maintain a sector relevant database of contacts for PNG

• Create and maintain standard distribution lists for each project 

• Maintain up-to-date filing system task team leaders (TTLs) based in/outside PNG related to correspondences and reports

• Disseminate in a timely manner the internal and external distribution of correspondence to the parties concerned with the proper electronic filing

• Ensure clear communication with clients in compliance with Bank’s guidelines.

Selection Criteria

Note - “Preference will be given to local talent, that is, applicants that are authorized to work in the duty station for any employer. Internal applicants may apply per existing guidelines.”
• High school diploma with 5 years of relevant experience or equivalent combination of education and experience

Prior work experience in bi- or multi-lateral donor organizations in PNG highly desirable

• Ability to quickly become proficient in using advanced functions of Bank standard computer applications and state-of-the-art software along with the WB’s record management and online filing procedures.

Effective time management and organizational skills and ability to produce high quality work under pressure.

• Demonstrated initiative and resourcefulness.

Committed team player with demonstrated inter-personal skills and ability to work effectively in a multi-cultural environment.

• Ability to draft routine correspondence and edit materials using proper grammar, punctuation and style.

Ability to follow through on team priorities in the absence of the team leader and respond to requests for information.

• Ability to adapt to changing business needs by continuous learning/training.
