Organizational Context

In Myanmar, IFRC is supporting the Myanmar Red Cross Society (MRCS) to roll-out a multi-million Swiss franc humanitarian operation in response to the 28 March 2025 earthquake alongside longer-term programmes. IFRC launched an Emergency Appeal to provide immediate relief, recovery and rehabilitation assistance to the most affected households in these areas. The Federation-wide target is 20,000 households or approximately 100,000 people, with the IFRC Secretariat Funding Ask aimed at assisting 15,000 households, or about 75,000 people, across Bago, Southern Shan, Mandalay, Naypyidaw and Sagaing. To effectively accompany the MRCS in addressing recovery humanitarian needs wrought by the earthquake, the IFRC Country Delegation in Myanmar is bolstering its operational capacity.

Reporting to the Head of Delegation, the Quality, Accountability, and Compliance consultant will provide oversight, expertise and technical coordination for the smooth delivery of quality assurance, compliance and risk management activities, including community engagement and accountability (CEA), data and information management, planning, monitoring, evaluation and reporting (PMER), protection, gender and inclusion (PGI). S/he advises IFRC management and the operation on the development, coordination, and execution of IFRC's CEA, data and information management, PMER, PGI, quality assurance, and compliance and risk management strategies for the earthquake operation and Myanmar at large. S/he also advises on these portfolios linked to IFRC NSD support for the continuous development of the MRCS in line with its strategic ambitions.

  1. Provide strategic coordination and act as a trusted adviser to the Head of Delegation in matters pertaining to quality assurance, and compliance and risk management, including community engagement and accountability (CEA), data and information management, planning, monitoring, evaluation and reporting, protection, gender and inclusion.
  2. Advise the Country Delegation on quality assurance, and compliance and risk management, CEA issues, including data and information management, PMER and PGI issues, to ensure overall organizational coherence and alignment on positioning.
  3. Oversee the work of the technical staff covering the above portfolios and prepare country-specific quality assurance, and compliance and risk management, CEA, data and information management, PMER, PGI, strategies and plans.

Job Duties and Responsibilities

Consultancy outputs

  1. Oversee, provide strategic guidance to and coordinate the QAC team, including ensuring the quality of their deliverables, chairing weekly meetings for the QAC team and ensuring incorporation of QAC strategies and workplan into the earthquake emergency appeal as well as the overall work of the IFRC Myanmar delegation.
  1. Provide strategic and technical expertise to oversee the work of the IFRC technical PGI and safeguarding focal point and the delivery of the strategic objectives for that area, including:
    1. Strengthened safeguarding capacity for the IFRC and the MRCS, including through PSEA and Child Safeguarding training, safe reporting and referral mechanisms, and regular compliance monitoring.
    2. The integration of PGI indicators into log frames, monitoring and monitoring tools, with SADD consistently collected and analysed to inform project design and targeting.
    3. The revision of the MRCS Child Protection Policy and supervise IFRC technical staff, providing high level strategic briefings and advice as necessary.
    4. The development of the MRCS PSEAH policy, mechanisms and governance framework.
  1. Provide strategic and technical expertise to oversee the work of the IFRC technical risk management and compliance focal point and the delivery of the strategic objectives for that area, including:
    1. The integration of a cross-cutting approach to risk management in IFRC delegation and guiding MRCS, including the delivery of a risk monitoring framework with regular review of risk registers, tracking of mitigation actions, proactive risk analysis, and concise reporting.
    2. The production of a monthly spot check to ensure compliance with IFRC policies, and the development of relevant recommendations or corrective measures.
    3. Oversee the development of complementary compliance frameworks and monitoring, as well as advising on any adjustments.
  1. Provide strategic and technical expertise to oversee the work of the IFRC technical CEA focal point and the delivery of the strategic objectives for that area, including:
    1. The delivery of a CEA strategy including the revision and strengthening of existing mechanisms.
    2. The production of CEA focused reports to improve earthquake programming and decision making.
    3. The delivery of a roadmap for the development of an MRCS Community Trust Index.
  1. Provide strategic and technical expertise to oversee the work of the IFRC technical PMER focal points and the delivery of the strategic objectives for that area as well as IM, including:
    1. The completion of a PMER baseline capacity assessment.
    2. The delivery of an updated PMER framework including a plan to deliver standard indicators and tools.
    3. The production of high quality reports in collaboration with colleagues across the IFRC Network.
    4. The design and delivery of a pathway to align the architecture of the different strategic PMER/IM processes across IFRC and MRCS.
    5. The development of program specific IM tools, including responsible piloting and scale up.

  1. Provide high level strategic briefings to internal and external audiences as necessary on any of the areas under the purview of the QAC team, including a monthly high level strategic briefing to the IFRC Head of Delegation.
  2. Provide strategic guidance to the IFRC Head of Delegation on QAC and lead the preparation of briefings and reports to facilitate informed decisions.
  3. Provide strategic and technical expertise to promote the development of a learning culture for the EQ operations focused on quality and accountability, including learning reports synthesizing performance, innovation, risks and sustainability gaps, as well as actionable recommendations.
  4. Provide a framework for the overall quality assurance for the EQ operation and guide the incorporation of information and evidence into decision-making.
  5. Advance, with MRCS and the IFRC network, a common accountability framework based on initial pillars and brainstorming and oversee its implementation throughout 2026, including the development of long term vision goals that can contribute to NSD and Programmes.
  6. Collaborate with IFRC network members on QAC aspects to promote learnings and leverage expertise, providing bimonthly strategic briefings on advances.
  7. Work closely with Strategic Partnerships and Resource Mobilization (SPRM) colleagues in maintaining the optimum donor accountability required to successfully maintain their funding contributions to the earthquake operation, as well as seek additional funds and provide greater visibility to QAC components to promote donor trust.
  8. Any other relevant task as guided by the Head of Delegation.

Education

  • University degree or equivalent professional experience is required.

Experience

  • Minimum of 10 years of experience in a similar role, preferably in an international organization or governmental setup is required.

Knowledge, Skills and Languages

  • Practical knowledge of computers (Word processing, spreadsheets, e-mail) is required.
  • Able to conduct research, consolidate reports, analyze and conceptualize information is required.
  • Good communications and presentational skills is required.
  • Strong interpersonal skills, ability to establish effective working relation in a multi-cultural and cross-functional environment is required.
  • Ability to prioritize, work to tight deadlines and handle multiple tasks is required.
  • Fluent spoken and written English is required.
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
