Organizational Setting and Reporting Relationship

The position of Associate Strategy and Policy Officer is assigned to the Development Outcomes Division (SPDO) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

You will report to designated international staff and senior officer.

Your Role

As an Associate Strategy and Policy Officer, you will provide operational and economic data analysis, as well as technical assistance (TA) management support to SPDO. You will conduct comprehensive data analyses of ADB's operational and organizational performance, track TA implementation, and support contracting, processing and reporting activities. This also includes support for reports, new initiatives and pilots, as well as ad‑hoc data analysis requests. You will be the focal person within SPDO for maintaining databases on a wide array of metrics related to ADB's operational and organizational performance.

You will:

  • Undertake collection and compilation of quantitative data and maintain their regular updating.
  • Support data analysis to answer specific performance questions by applying relevant statistics methods (descriptive and inferential) and preparing summary tables.
  • Support preparation of charts, graphs and other relevant visualizations to demonstrate trends and performance characteristics.
  • Draft inputs summarizing findings from the data analysis for corporate results reports, briefing notes, and other SPDO products.
  • Monitor and manage TA implementation and provide support in contracting of consultants, processing of payments, and reporting on achieved results.
  • Prepare meeting minutes, briefing papers, reports, and background materials for the Department and Management.
  • Perform other SPDO tasks.

Qualifications

You will need:

  • Bachelor's degree in Economics, Statistics, International Development Studies, Management Sciences, or related fields.
  • At least 5 years of relevant professional experience in TA management, as well as data analysis.
  • Written and verbal proficiency in English.
  • Extensive experience in ADB's sovereign or non-sovereign operations.
  • Experience working with complex operational datasheets.
  • Knowledge of ADB's Consultant Management System and familiarity with the TA modality.
  • Knowledge of approaches, methodologies and tools for monitoring and evaluation (M&E) of development programs, in particular results-based logical frameworks.
  • Experience liaising and working with internal and external teams.
  • Knowledge of statistical methods and any experience in data visualization and dashboard development is considered helpful (eg. tools such as Tableau Public, Power BI, Flourish, and/or similar platforms).

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.

Staff who are currently under regular appointments will retain their regular appointment status.
