The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
The Finance Officer provides technical and operational finance support to DRC field offices and local partners. The role ensures full compliance with DRC financial policies, standard operating procedures, and donor requirements. The post holder acts as the primary finance focal point for local partners, supporting financial management, budget oversight, reporting, and capacity strengthening.
DUTIES & RESPONSIBILITIES
Finance and Accounting
1. Support banking and petty cash transactions as required.
2. Review payment documentation to ensure accuracy, completeness, and compliance with DRC and donor
regulations.
3. Maintain accurate cashbooks and ensure timely upload to SharePoint.
4. Ensure all financial documents are properly scanned and uploaded into DRC’s ERP system (Dynamics).
5. Prepare cash counts, cash reconciliations, and bank reconciliations.
6. Maintain a robust archiving system for all financial transactions recorded in Dynamics, ensuring proper
referencing and attachment to journals and TDLs.
7. Support internal and external audits by retrieving requested documentation and liaising with relevant stakeholders to resolve gaps.
8. Review costs booked against budgets for accuracy and compliance.
9. Process budget rebookings as requested by budget holders.
10. Support the preparation of financial reports for management and other internal stakeholders.
Partnership Financial Management
1. Review partner financial reports and supporting documentation, following up on missing or inadequate
records.
2. Upload verified partner expenditures into DRC’s ERP (Dynamics).
3. Conduct monitoring and follow-up visits to partners, acting as a liaison between DRC program staff and
partner finance focal points.
4. Maintain and regularly update partner financial trackers.
Compliance and Internal Controls
1. Support donor and internal audits related to partner-managed funds.
2. Ensure financial documentation is properly archived and uploaded to DRC’s management information
systems.
3. Perform any other finance-related duties as assigned by the Finance Manager or Area Manager.
SKILLS AND EXPERIENCES
1. Strong analytical, numerical, and problem-solving skills.
2. Advanced proficiency in Excel and accounting/ERP systems.
3. Solid understanding of accounting principles and financial management.
4. Strong attention to detail and high standards of accuracy.
5. Ability to work independently and collaboratively within a team.
6. Demonstrated commitment to accountability, integrity, and compliance.
7. Minimum of four years of relevant finance or accounting experience, including at least two (2) years working with NGOs and local partners.
EDUCATIONAL QUALIFICATIONS
Bachelor’s degree in Economics, Finance, Accounting, Business Administration, or a related field.
LANGUAGES
- Fluency in Arabic
- Advanced level in English.
