In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The UNDP “Strengthening Democratic Resilience in Moldova” (EDMITE III) project aims to fortify Moldova’s democratic processes against internal and external threats such as cyber operations, disinformation, and illicit political financing. Running from August 2024 to December 2028, the project is structured around three core objectives: improving oversight of political finance to enhance transparency and accountability; strengthening electoral institutions to resist digital and information threats; and promoting inclusive civic engagement to foster an informed and participatory electorate. 

The project is fully aligned with the recommendations of the OSCE/ODIHR and the Venice Commission, and it directly supports the implementation of the Strategic Plans (2024–2027) of both the Central Electoral Commission (CEC) and the Center for Continuous Electoral Training (CICDE). Through close collaboration with electoral institutions, civil society, and international partners, EDMITE III seeks to reinforce the integrity, transparency, and resilience of Moldova’s electoral processes. 

Strengthening democratic governance in Moldova requires enhanced oversight and transparency of political contestants, alongside more resilient electoral institutions and deeper civic engagement. One of the key focus areas of this effort is improving the oversight of political finance, parties, and campaigns. This involves reinforcing the regulatory framework and building institutional capacities to prevent illicit financing and promote transparency in party activities.

The EDMITE III project aims to establish a more robust and legally fortified system for managing political finance while fostering a more informed and engaged electorate. By enhancing financial oversight and ensuring compliance with campaign finance laws, the project seeks to increase transparency, reduce risks of illicit funding, and strengthen public confidence in democratic processes.

To support ongoing efforts to strengthen political finance oversight and ensure continued transparency, UNDP is recruiting a Financial Data and Compliance Monitoring Analyst. This expert will work closely with electoral authorities, particularly the Central Electoral Commission, to analyse financial data submitted by political parties, candidates, and initiative groups. The role will focus on identifying trends and potential breaches of the legal framework, thereby enhancing the effectiveness of monitoring and enforcement mechanisms related to political finance. The Analyst will be part of a dedicated team of consultants providing technical support to the CEC, contributing to the integrity and transparency of the electoral process beyond election periods.

Duties and Responsibilities

The Financial Data and Compliance Monitoring Analyst in close cooperation with the project team and CEC’s Political Oversight Division, under the direct supervision of the Project Manager, will provide effective and efficient support in  analysis and monitoring of financial disclosures submitted by political parties, electoral contestants, and initiative groups, with a focus on identifying risks, ensuring legal compliance, and strengthening institutional practices in line with the applicable legal framework and UNDP’s cross-functional competency standards for NPSA 8 roles, more specifically:

  1. To ensure that all financial disclosures by electoral contestants, political parties, and initiative groups are professionally analyzed;
  2. To identify trends and patterns in financial data that may indicate non-compliance with electoral laws;
  3. To recommend actions for improving financial transparency and compliance.

The incumbent will exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of effective internal control systems.

To achieve this objective, the Analyst will be responsible for the following tasks:

Financial Monitoring

  • Review and assess financial disclosures submitted via the financial control module for completeness, accuracy, consistency and timeliness.;
  • Conduct a detailed analysis of financial data to identify discrepancies and potential non-compliance;
  • Verify compliance with prescribed reporting formats, legal requirements, and documentation standards flagging gaps or inconsistencies as needed.
  • Prepare comprehensive analytical reports on findings, including trends and incidents of illicit or prohibited financing;
  • Identify and flag potential non‑compliance issues for further consideration in line with established procedures.;
  • Apply risk‑based assessment tools to prioritize cases requiring deeper investigation
  • Produce comprehensive analytical reports summarizing findings, trends, and systemic issues across reporting entities; 
  • Provide recommendations for optimizing the CEC’s financial analysis practices, strengthen compliance with legal requirements and improve the overall effectiveness of financial monitoring mechanisms.

Political Finance Transparency and Compliance Analysis:

  • Ensure financial data analysis based on the financial analysis methodology adopted by the CEC.
  • Update analysis approaches to reflect new legal changes, audit standards, or emerging risks.
  • Provide regular progress reports, which include but not limits to methods of analysis, findings, type of discrepancies identified;
  • Provide recommendations or guidance to political parties on improving financial reporting practices;
  • Provide recommendations for improving financial compliance;
  • Collaborate with legal experts, IT developers, and auditors to ensure cohesive oversight processes.

Knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:

  • Regular exchange of information/experience, cross-learning and sharing results and good practices.
  • Contribute to the development of training materials or guidance notes for political actors on financial compliance expectations;
  • Participation in regular internal meetings, support the organisation of training events, communities of practice, codifying and sharing knowledge.
  • Facilitation and organisation of training for project staff to enable them to perform at the equired level.

The incumbent may also perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional arrangements

The Financial Data and Compliance Monitoring Analyst will work under the supervision of the Project Manager, and in close coordination with the Head of the CEC Financial Oversight Division. Regular meetings will be held to review progress and address any issues. UNDP Financial Data and Compliance Monitoring Analyst shall contribute to the effective and efficient analysis and monitoring of political parties’ financial reports. S/he will work in close collaboration with the Project Team and CEC for the effective achievement of results, anticipating and resolving complex financial reporting issues and reports delivery.  The incumbent is also expected to closely engage with CEC Political Oversight Division on providing recommendations for optimizing the parties’ financial analyses. The Analyst will apply and promote the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

Access. The CEC will provide the Analyst with the necessary access, information and materials for the fulfilment of the envisaged tasks. All deliverables shall be approved by the UNDP Project Manager or Project Analyst and confirmed by the Head of Oversight Division of the CEC.

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control systems.

Confidentiality: 

Materials provided to the Financial Data and Compliance Monitoring Analyst and all proceedings within the contract shall be regarded as confidential, both during and after the assignment. Violation of confidentiality requirements may result in immediate termination of contract.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in Accounting, Finance, Economy or another relevant field is required OR
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional 2 (two) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • A professional accounting qualification from an internationally or locally accredited institute of accountancy and/or professional associations of audits; and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required. Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage. 
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).  
  • Candidates with MBA or Masters in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of progressive experience in accounting, financial management, financial evaluation, audit and/or other relevant area.

Desired skills:

  • Experience in development and implementation of financial evaluation assignments and/or audits; 
  • Demonstrated experience in budgeting and financial analysis.
  • Experience in conceptualizing and implementing financial controls.
  • Experience with IPSAS and/or IFRS represents and advantage for external candidates.
  • Proficiency in IT software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems 
  • Demonstrated experience working with national fiscal legislation, tax regulations, and accounting standards. 
  • Previous engagement in political parties financial control and oversight; 
  • Proven previous cooperation experience with public institutions, international organizations, donor institutions or development agencies.
  • Experience of complete financial management in an international organization.

Languages: 

  • Fluency in English and Romanian is required. 
  • Working knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.

Professional Certificates:

  • Additional training and/or certification in audit, accounting, financial management would be an advantage.
