Organizational Setting and Reporting Relationship
The position of Director is assigned to the Workplace Management and Hospitality Division (CSWH) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director General, CSD and will oversee assigned technical international and local staff.
Your Role
As Director, you will lead the Division's program, covering service excellence in facilities operations and maintenance, project management, space planning, and hospitality services. You will manage budget and resources to promote CSD's operational goals. You will provide direction on complex and high‑risk operational matters, ensuring that the Division delivers reliable and safe workplace environments across all facilities.
You will:
- Lead the planning, implementation, and supervision of the Division's annual and long‑term strategic and operational work programs, ensuring outputs align with CSD and institutional priorities.
- Oversee day‑to‑day operations, including planning, compliance, quality control, budgeting, HR management, and staff development.
- Provide strategic leadership on policy and operational matters, introducing new approaches to improve service delivery and performance.
- Implement and enforce governance frameworks for workplans, budgets, projects, contracts, and sustainability/wellness programs, ensuring International Organization for Standardization (ISO) and institutional compliance.
- Direct the delivery of hard facilities services, including preventive maintenance, upgrades, and operations of all critical building systems.
- Manage soft facilities services—cleaning, landscaping, hygiene, and disinfection—ensuring quality, efficiency, and stakeholder engagement.
- Lead capital expenditure (CAPEX) and lifecycle projects for ADB Headquarters, and oversee design, construction, and renovation works while supporting Field Office requirements.
- Oversee workplace and space management, including allocation strategies, design standards, workplace typology, branding, and environmental graphics.
- Strengthen hospitality services [events, Food & Beverage (F&B), amenities, executive suites] to enhance user experience, technology integration, and value for money.
- Lead staff through clear direction, performance monitoring, coaching, and promoting a culture of continuous improvement and collaboration.
Qualifications
You will need:
- Master's Degree or equivalent in business management, engineering, architecture, facilities management or related field; or University degree in a relevant field such as business management, or engineering and at least 10 years of specialized experience relevant to the position can be considered.
- At least 15 years of relevant experience in facilities operations, workplace management, engineering services, or corporate setting at progressively senior levels.
- International experience working in several countries.
- Experience with hard and soft facilities services, engineering operations, building systems [Mechanical, Electrical, and Plumbing (MEP), safety systems, utilities], preventive maintenance, and quality assurance and quality control.
- Demonstrated capability to manage large‑scale operations and maintenance functions, capital renewal projects, and enterprise‑wide workplace transformation programs.
- Experience overseeing major capital and construction projects and using analytical and tactical skills to enhance procedures and use budget and resources across multiple workstreams.
- Experience applying workplace standards, space planning principles, customer‑experience practices, and sustainability‑focused building operations.
- Demonstrated capability to engage stakeholders at all levels and foster an inclusive, collaborative, and high‑performance culture across diverse, multicultural teams.
- Experience developing high‑performing teams, including cross‑functional groups and external service providers
- Excellent command of verbal and written communication skills in English, with the ability to present complex information to a wide range of audience.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment
