Organizational Setting and Reporting Relationship

The position of Senior Financial Sector Specialist is assigned to the Finance Sector Office within the Sectors Department 3 (SD3-FIN). You will be outposted to Pakistan Resident Mission in Islamabad, Pakistan (PRM) for an initial assignment of three years. After this period, subject to business needs, the role may be assigned at our Headquarters in Manila, Philippines or at another resident mission office. Relocation is required. All reasonable relocation expenses will be covered.

You will report to the designated Director, SD3-FIN and Country Director (CD), PRM, and will oversee junior team members.

Your Role

As a Senior Financial Sector Specialist, you will oversee the formulation and articulation of financial sector policy and strategies, engaging developing member country (DMC) governments in policy dialogue, conducting ADB's activities to support financial sector policy and reforms, lead and support financial sector operations, engage in knowledge production and dissemination, and undertake other tasks throughout Asia and the Pacific. You will assist the Director in overseeing the finance sector workstream and help coordinate and respond to strategic initiatives in the Bank, as well as in undertaking operational reviews and assessments. You will collaborate with ADB's regional and non-sovereign operations departments.

Based in PRM, your primary role will be on finance sector in Pakistan, but you may also be assigned responsibilities in a few other countries based on the agreement of CD, PRM and Director, SD3-FIN.

You will:

Strategic Leadership and Sector Development

  • Oversee the development of financial sector strategies for developing member countries (DMCs), covering areas such as banking, non-bank financial institutions, contractual savings, capital markets, infrastructure finance, financial governance, project finance, sustainable finance, digital finance, municipal finance, consultation with relevant government agencies and Resident Missions (RMs).

  • Provide inputs to the preparation of Country Partnership Strategies (CPS), as needed.

  • Lead and support work to identify global best practices and emerging innovations in financial sector development

Operational Leadership and Project Delivery

  • Propose, process, implement, and supervise innovative lending programs, projects, and technical assistance in the financial sector and related operations.

Knowledge Management and External Engagement

  • Lead and support knowledge generation, dissemination, and application.

  • Lead and support regional and subregional financial cooperation initiatives and other regional fora.

  • Represent SD3-FIN in meetings with senior government officials in the financial sector.

  • Speak at and participate in external conferences and events and serve as a liaison with industry standard-setting bodies.

Internal Coordination and OneADB Collaboration

  • Coordinate across ADB, particularly with the Private Sector Operations Department, including PSFI, to advance a OneADB approach in incorporating global best practices and innovations in financial sector development.

  • Lead and support SD3-FIN in coordinating with other departments and offices on operational reviews and evaluations, strategic and procedural issues, development coordination, and related activities.

People Leadership

  • Coach and mentor teams and individuals within SD3-FIN and across the department to support their ongoing learning and professional development.

  • Supervise assigned staff by providing clear directions, and regular monitoring and feedback on performance.


Qualifications

You will need:

  • Master's degree, or equivalent, in finance, economics, or related subjects. or University degree and at least 5 years specialized experience relevant to the position can be considered

  • At least 10 years of relevant professional experience in financial sector development, with good knowledge of the Asia Pacific region and international experience working in several countries.

  • Experience in emerging areas of finance, such as climate financing, and digital finance is an advantage.

  • Ability to steer ideas and projects to improve linkages between financial sector development, investment, and financial inclusion.

  • Significant expertise within a specific area of ADB's operations (financial sector), or breadth across multiple areas with in-depth knowledge within one area.

  • Expertise with recognized ability to lead projects and to share knowledge to benefit the broader ADB community.

  • Ability to perform effectively as a mission leader or team leader; proficiency in supervision, coordination, and planning responsibilities over multi-disciplinary team/unit.

  • Ability to effectively mentor and coach team members.

  • High level of maturity and ability to serve as an effective Officer-in-Charge when required.

  • Excellent oral and written communication skills in English.

  • Excellent capabilities in relationship management, strong client and impact orientation, effective communication skills, strong problem solving and solution-oriented approaches, strong ability for collaboration and teamwork, and a high degree of responsiveness and reliability.

  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
