The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Responsibilities

The consultant will work in close collaboration with the Country Director of CHAI Vietnam and the Regional HR Partner on a short-term project to support the review and alignment of key HR documentation and organizational structure following recent organizational changes.

The consultancy will focus on the following project-based deliverables:

  • Review the current organizational structure and selected job descriptions to ensure alignment with CHAI’s career framework, reporting structures, and current operational needs.
  • Update and standardize identified job descriptions impacted by restructuring or changes in roles and responsibilities.
  • Review and update the staff handbook to reflect current policies, practices, and alignment with applicable CHAI global guidance and local labour requirements.
  • Conduct a targeted review of selected HR practices related to recruitment, promotion, and role classification, and provide practical recommendations where necessary.
  • Facilitate consultations with relevant managers and staff to support role clarification and validation of updated job descriptions.
  • Provide recommendations and supporting documentation inputs related to employment changes arising from restructuring, role revisions, salary adjustments, or promotions, where applicable.
  • Prepare a summary of key findings and priority recommendations arising from the review process for CHAI Vietnam leadership consideration.

This consultancy is intended as a short-term advisory and documentation support engagement. Ongoing implementation activities, operational HR administration, and long-term oversight will remain under CHAI management and internal teams.

Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Industrial Psychology, or a related field. Master’s degree is an advantage.
  • Minimum 7 years of progressive experience in Human Resources, organizational development, HR advisory, or related functions, preferably within international organizations, NGOs, consulting firms, or complex multi-stakeholder environments.
  • Demonstrated experience supporting organizational restructuring, job description review and standardization, organizational design, and HR policy or process review.
  • Strong understanding of HR best practices, including recruitment, role classification, performance management, compensation structures, and employee relations.
  • Experience reviewing and aligning HR policies and practices with organizational frameworks and local labour requirements.
  • Proven ability to independently manage short-term HR projects and deliver high-quality outputs within tight timelines.
  • Strong analytical, problem-solving, and stakeholder management skills, with the ability to engage effectively with leadership teams and staff across different levels.
  • Excellent verbal and written communication skills in English, including the ability to prepare structured reports, recommendations, and HR documentation with minimal supervision.

  • Demonstrated ability to handle sensitive and confidential information with professionalism and discretion.
  • Experience working in multicultural and fast-paced environments is highly preferred.
  • Prior experience supporting NGOs, INGOs, or donor-funded organizations in Southeast Asia is an advantage.
  • Ability to independently execute complex HR assignments and provide practical recommendations to leadership.
  • Strong project management and organizational skills, with the ability to manage multiple workstreams simultaneously.
  • Ability to build collaborative relationships and facilitate discussions with diverse stakeholders.
  • Ability to identify gaps, analyse HR practices, and recommend practical process improvements.
  • Strong attention to detail and ability to produce clear, well-structured HR documentation and reports.
