Overview of position

UNDP Libya is supporting national efforts to strengthen institutional resilience, transparency, and public trust through the Transformative Governance in Libya project.

UNDP Libya, through the Transformative Governance in Libya Project, is supporting national efforts to strengthen institutional resilience, improve public administration performance, and advance sustainable civil service reform initiatives in Libya.

The project aims to support nationally led reform efforts focused on strengthening public administration systems, modernizing civil service management, enhancing institutional effectiveness, and promoting evidence-based policymaking and digital transformation across public institutions.

The project interventions focus on supporting the Ministry of Civil Service and relevant national institutions in the following areas:

• Development and modernization of job descriptions and classification systems.

• Development of competency frameworks and competency guides.

• Institutional and functional reviews and reform roadmaps.

• Human Resource Management Information Systems (HRMIS) and digital transformationinitiatives.

• Institutional capacity development and training programmes.

• Development of manuals, operational guidelines, and administrative procedures.

• Policy dialogue, technical coordination, and institutional reform support.

• Strengthening governance, accountability, transparency, and public sector performance.

To support the implementation of these interventions, UNDP Libya seeks to recruit a National Civil Service Reform Expert to provide technical expertise and advisory support for the implementation of the civil service reform portfolio under the Transformative Governance in Libya project.

Under the direct supervision of the Governance and Rule of Law Pillar Team Leader, the Civil Service Reform Expert will lead and technically support the implementation of activities related to public

administration reform, institutional modernization, HR systems strengthening, competency frameworks,digital transformation initiatives, and institutional development efforts in close coordination with the

Ministry of Civil Service and relevant national stakeholders.

The assignment will contribute to strengthening institutional effectiveness, enhancing public administration systems, promoting sustainable reform processes, and improving the efficiency and

inclusiveness of public sector institutions in Libya.

The objective of the assignment is to provide technical expertise and implementation support for Civil Service Reform and Institutional Development activities under the Transformative Governance in Libya project.

The Civil Service Reform Expert will be responsible for supporting the planning, implementation, technical follow-up, coordination, monitoring, and reporting of activities related to institutional reform, public administration modernization, HR systems strengthening, competency frameworks, digital transformation initiatives, and institutional capacity development in close coordination with the Ministry

of Civil Service and other national stakeholders.

Role objectives

The Civil Service Reform Expert will work under the strategic guidance of the Governance and Rule of Law Pillar Team Leader and will be responsible for supporting the implementation of Civil Service Reform activities through the following responsibilities:

Civil Service Reform and Institutional Modernization The Civil Service Reform Expert will:

a) Lead and oversee the implementation of Civil Service Reform activities in line with the approved AWP, project document, and implementation workplan.

b) Spearhead technical support and advisory services related to institutional reform, organizational restructuring, and public administration modernization initiatives.

c) Lead institutional and functional review processes and guide the development of reform frameworks, implementation roadmaps, and action plans.

d) Direct and support the review and development of administrative procedures, operational manuals, and reform-related documentation.

e) Provide strategic direction and technical recommendations related to public administration reform and institutional modernization processes.

2. Human Resource Management and HRMIS Support The Civil Service Reform Expert will:

a) Guide the technical development and modernization of job descriptions and classification systems.

b) support the development of competency frameworks, competency guides, occupational standards, and performance management systems.

c) Support Human Resource Management Information Systems (HRMIS) reform processes and coordinate closely with the Digitalization consultant to support the implementation of HRMIS and digital transformation initiatives.

d) Lead technical coordination and engagement with the government counterparts, and relevant stakeholders on digital governance and administrative modernization initiatives.

Capacity Development and Technical Support The Civil Service Reform Expert will:

a) Lead the design and implementation of institutional capacity-building activities, workshops, and technical training programmes.

b) Facilitate and steer technical consultations, policy dialogue sessions, and stakeholder engagement activities related to public administration reform.

c) Lead the preparation and development of training materials, manuals, operational guidelines, and learning resources.

d) Draft guidance manual on the preparation of the annual training plan for the national institutions.

Stakeholder Coordination and Policy Dialogue The Civil Service Reform Expert will:

a) Lead technical coordination and strategic engagement with the Ministry of Civil Service,government institutions, development partners, and relevant stakeholders.

b) Convene and facilitate technical consultations, workshops, and policy dialogue sessions related to public administration reform initiatives.

c) Coordinate and provide technical guidance to national and international experts involved in reform initiatives.

d) Drive partnership-building and institutional coordination efforts related to public administration reform and governance initiatives.

Project reporting

a)Lead the preparation of technical reports, briefing notes, presentations, meeting minutes, and implementation updates.

b)Oversee monitoring of implementation progress against agreed timelines, outputs, and milestones and proactively identify implementation risks and challenges.

c)Guide monitoring and reporting on project indicators and reform progress related to civil service modernization initiatives.

d)Lead the documentation of lessons learned, best practices, and reform experiences.

e)Develop analytical briefs, policy notes, technical summaries, and reformrecommendations.

f)Lead technical inputs related to donor reporting, visibility requirements, and internal our client reporting processes.

Key competencies
  • Experience in governance, public administration reform, institutional strengthening, human resource management

  • Excellent organizational, analytical, and communication skills with the ability to manage multiple tasks and meet tight deadlines.

  • Experience in project implementation support, monitoring, reporting, and stakeholder coordination.

  • Experience in organizing consultations, workshops, and capacity-building activities

  • Experience working with government institutions and stakeholders


Team management

Further information

Expertise in public sector reform and civil service modernization processes.
