Background:
This recruitment is to expand ODIHR's roster of experts to support ODIHR’s work on individual needs assessment of hate crime victims and related issues.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
In line with the relevant OSCE commitments, ODIHR is working on improvement of hate crime reporting, recording, data collection, investigation and prosecution, law making, and victim support systems across the OSCE region by means of policy advice, guidance, and capacity building.
To this end, ODIHR is planning to work on developing practical guidance materials related to individual needs assessment of hate crime victims, taking into account intersectional and gender-sensitive approaches.
In addition to that, ODIHR observes that many national institutions remain insufficiently equipped to provide adequate individual needs assessment. To provide effective support and protection in the follow up to a hate crime, the specific hate crime victims’ needs have to be addressed in the best and most individualized manner possible. To this end, criminal justice agencies and victim support providers should follow an individual needs assessment procedure when the crime is first reported, and be able to refer the victims to adequate support and protection services. Addressing these particular aspects of the process needs to become a part of the standard practice on individual needs assessment and, therefore, become a part of the training for relevant stakeholders.
At the same time, ODIHR recognizes that hate crime policies, legislation and practices existing across the OSCE region do not generally account for or cater to the multi-layered, intersecting nature of people’s identities, and in particular the gender-related elements of identity. This widespread misunderstanding of the phenomenon prevents national stakeholders from introducing practical and effective measures, which could address the victims’ intersectional needs.
The planned ODIHR’s initiatives and publications will address these concerns and provide practical guidance on these matters.
Objective of Assignment:
To assist ODIHR in research, mapping and drafting training materials and/or papers and/or practical guidance addressing individual needs assessment of hate crime victims and related issues, taking into account intersectional and/or gender-related considerations.
Tasks and Responsibilities:
Under the overall supervision of the Deputy Head of Tolerance and Non-Discrimination Department, the successful candidate will provide following deliverables:
- Conducting desk research and interviews with practitioners in individual needs assessment, taking into account intersectional and gender-related considerations
- Mapping of good practices in individual needs assessment, taking into account intersectional and gender-related considerations
- Drafting training materials, policy papers, guidance and other relevant documents on how to practically ensure adequate individual needs assessment, taking into account intersectional and gender-related considerations
- Support to ODIHR in drafting related training materials, leaflets, visibility materials, handouts, video scripts, etc.

Necessary Qualifications:
- Second level university degree (M.A. or higher) in political or social sciences, international relations, law, human rights, gender studies, humanities, or related field;
- A minimum of 7 years of professional experience in the field of tolerance and non-discrimination, hate crime and hate speech, victim support, individual needs assessment or another relevant field;
- Demonstrated experience in:
• preparation of training materials on hate crime, discrimination or victim support for criminal justice system professionals and/or civil society, and/or
• delivery of individual needs assessment, hate crime and hate crime victim support training courses, and/or
• relevant research and/or drafting policy papers, guidance and other relevant documents related to individual needs assessment, hate crime, hate crime victim support, intersectionality and/or gender; - Knowledge of individual needs assessment, hate crimes, hate crime victim support, intersectionality and/or gender;
- Professional fluency in English with excellent communication (both oral and written) skills;
- Excellent analytical and drafting skills;
- Ability to work under minimum supervision and experience of working as part of a team;
- Demonstrated gender awareness and sensitivity and an ability to integrate a gender and diversity perspective into tasks and activities
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
