Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Explosive Ordinance Risk Education (EORE) Team Lead.

About the job

The EORE Team Lead position will be created within the Libya programme team under the Humanitarian Disarmament and Peacebuilding sector for the BRIDGE project (Building Resilience through Integrated Services for Displaced and Host Communities in Greater Libya, Enhancing Well-being), funded by the Italian Agency for Development Cooperation (Agenzia Italiana per la Cooperazione allo Sviluppo - AICS). The project is being implemented in partnership with INTERSOS (Lead agency) and WeWorld.

The EORE Team Lead will be responsible for high-quality planning, preparation, delivery, and reporting of project activities related to data collection on explosive ordnance victims and the delivery of EORE sessions and training to DRC's populations of concern.

Your main duties and responsibilities will be:

Overall responsibility

  • Participate in planning by reviewing project design documents and producing detailed weekly and monthly work plans for EORE and VA activities.
  • Engage with communities and mobilise them in a participatory and culturally appropriate manner to reach all sectors of the community.
  • Conduct regular visits to assigned field locations for EORE monitoring and maintain relationships between communities, targeted beneficiaries, and the organisation.
  • Support EORE teams in providing EORE sessions through adequate support and capacity building for the delivery of high-quality EORE and VA activities.
  • Organise and conduct EORE sessions, EORE training, and EORE Training of Trainers to the targeted audience, including social workers, NGO employees, targeted communities, and affected populations, including pupils among Libyan and non-Libyan refugees, IDPs, and migrants, to ensure support is provided to people at risk.
  • Contribute to the development of IEC and visibility materials and key messages; field test appropriate EORE resources, develop new initiatives, and undertake regular review of current tools to ensure relevance and applicability in each context.
  • Contribute to the development and/or revision, where appropriate, of internal EORE SOPs, Training Management Plans (TMPs), and other training materials.
  • Ensure compliance with National Mine Action Standards (NMAS) and DRC/HDP standards while conducting VA and EORE activities; report any deviation or obstacles to the Line Manager and HDP Coordinator.
  • Ensure safety and confidentiality of collected information in accordance with DRC Code of Conduct.

Reporting

  • Keep accurate records of daily activities, beneficiaries involved, and issues identified; regularly update case files and databases according to DRC-HDP procedures on a weekly basis.
  • Ensure preparation and timely submission of all reports and updates to DRC and other interested stakeholders where appropriate.
  • Ensure all logistical and financial paperwork and documentation are completed in a high-quality and timely manner.

Coordination

  • Coordinate with relevant partners in the field and liaise with relevant communities and individuals to ensure smooth implementation of activities when the EORE Project Manager is not available.
  • Proactively participate in regular project, programme, and area meetings and provide updates as appropriate. · Provide guidance and training to non-EORE DRC staff on safe behaviours.

Other

  • Comply with DRC’s Code of Conduct at all times.
  • Support in the induction process for new staff, when required.

Perform any other relevant tasks as requested by Line Manager and/ or Area/ Programme Manager.

About you

To be successful in this role we expect you to have at least 2 years’ previous experience in EORE and VA programming.

Moreover, we also expect the following:

Required

  • Minimum 2 years of experience in a humanitarian organisation.
  • Experience in Humanitarian Mine Action programming.
  • Previous experience in planning and preparation of project activities, and a feedback mechanism.
  • Previous experience in the delivery of training courses and or sessions, and workshops.
  • Experience working with children and adult audiences, public speaking capacity.
  • Experience of working in insecure environments.
  • Outstanding knowledge of the MS Office Package and high digital literacy.
  • Bachelor's or master's degree in education, pedagogy, humanitarian work, political science, or a similar technical field.
  • EORE Certified by a recognised authority.
  • Other HMA-related certificates are an advantage (Quality Management in MA, AGDM in MA, and similar).
  • Fluency in written and spoken Arabic.
  • Fluency in written and spoken English.

  • Understanding of IMSMA.
