Duty Station : Sittwe
Report to : Human Resources and Administration Team Leader
Overall purpose of the role:
To provide Human Resources, assistance and support in compliance with DRC's, local guidelines and procedures. And oversee all aspects of administrative support at the DRC office, ensuring efficient operations and procedures. Develop systems that contribute to improving the efficiency and cost-effectiveness of the administrative operations.
Responsibilities:
Human Resources tasks
Recruitment
- Collect CV for different positions and share longlist with hiring managers.
- Arrange test and interview processes by informing the candidates and interviewers, for both internal and external interviews and filing all the recruitment-related documents.
- Make Sure the quality of data in Talent Recruiter system for all open positions and clean up.
- Ensure updating monthly recruitment tracker.
Compensation & benefits
- report monthly staff information Highlight for the staff payroll processing.
- Ensure staff bank account information submission to CO Finance department for monthly salary transfer.
- Manage and follow up on request housing and travelling allowance (HAT) for staff.
- Prepare, advice and oversee staff leave and absence tracking tools.
Dynamics HR Function
- Support roll out of new HR Management Systems and tools e.g. Dynamics
- Ensure to be correct employee data in system
- Check and oversee, corrected leave balance of staff in Dynamics.
- Assist to ensure log in to Dynamic, email accessing for new onboarding staff.
- Raise staff’s dynamic error report as needed.
Administration tasks
Facilities management
- Ensure all office infrastructures are appropriate, safe and functioning (i.e. security system, health and safety, communications, etc.)
- Coordinating building and maintenance issues for general repair (heating and air conditioning, security, etc.) and updating (cleaning, painting, etc.)
- Supervises and controls maintenance-related expenses for the assigned premises.
- In conjunction with the safety team, ensure safety and security issues for the general security of the office.
- Ensure repairs and maintenance of facilities in compliance with DRC standards and procedures.
- Develop and maintain office general programming equipment tracker and system.
Travel arrangements:
- Upon receipt of approved travel /accommodation forms from staff, make necessary arrangements and coordinate with logistics and other DRC locations for appropriate travel and accommodation arrangements.
- Ensure hotel/venue invoices are received and reconciled. Verified invoices/payment sheets are submitted to finance department for payment.
Administrative support
- Ensure timely payments for operational cost such as service fee, utilities.
- To Maintain and Keep the top-up card record of disbursement on monthly basis.
- Ensure offices stationaries and supplies are in place and monitor their utilization.
- Ensure meetings/ training for staff are organized and other administrative support as may be required.
- Develop and maintain electronic and manual filling systems and procedures.
- Manage and maintain office small operation costs (petty cash) and settle according to the DRC guideline.
- Supervise the cleaners
*Any other duty requested by HR and Admin Team Leader and Support Services Manager
Required experience and technical competencies
- University degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources or equivalent professional qualification.
- Minimum 2 years of relevant experience in Human Resources management, administration, change management, and/or organizational development
- Technical skills in managing Recruitments, filling process.
- Excellent skill in administrative management, multi-tasking
- (I)NGO experience is preferred
- Excellent skill in MS Word, Excel and PowerPoint
- Experience using an online system for recruitment
- Able to work independently, asking for help when deeded.
- Good interpersonal skills and communication skills.
- Familiarity with Myanmar labor law.
- Advanced English proficiency
- Fluency in local language

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H- non-management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
