Job Description

Under the direct supervision of the National Reintegration Officer, the overall supervision of the Mental Health Psycho-Social Support (MHPSS) Officer, and the general oversight of the Chief of Mission, the successful candidate will be responsible and accountable for coordinating the implementation of the reintegration activities in countries of origin under EU-funded initiative "Protection and reintegration of returnees along the central Mediterranean migration route" for IOM Mission in Cameroon.

Responsibilities

  1. Assist the National Reintegration Officer in coordinating and monitoring the project's implementation in a timely manner, and take care of technical aspects in line with IOM's policies and procedures, as well as donor requirements;

  2. Establish consistent and efficient data-collection mechanisms and coordinate data collection and classification activities of the reintegration assistants;

  3. Assist the National Reintegration Office in the review/set up of reintegration procedures and relevant forms and facilitate and monitor their application among the reintegration assistants;

  4. In coordination with the National Reintegration Officer, set up and implement timely and effective M&E mechanism for the reintegration process, and ensure its application;

  5. Support timely and proper information management by working closely with the colleagues charged of the communication and awareness-raising;

  6. Participate in the Steering Committee as requested;

  7. Assist the National Reintegration Officer and colleagues from the communication unit in implementing the initiative's visibility plan - in coordination also with the Steering Committee - in compliance with the Communication and Visibility Manual for European Union External Actions;

  8. Prepare progress and other reports and submit to the reporting and the communication officer in order to maintain timely and proper information exchange on all operational aspects of the project between IOM, the EU and other stakeholders;

  9. Assist the National Reintegration Officer in developing an integrated capacity building plan for Governmental and Non-Governmental Organizations;

  10. Supervise the reintegration assistants in Yaounde and follow up on the implementation of return and reintegration activities in coordination with the National Reintegration Officer and local implementing partners;

  11. Participate in relevant seminars and meetings, as well as other events aimed at promoting IOM's image and activities;

  12. Undertake site visits and duty travel as required;

  13. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • Bachelor's degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience on project management and assistance voluntary return program; or

  • School diploma with seven years of relevant professional experience

EXPERIENCE

  • Experience in AVRR and reintegration assistance with a UN agency, or an international organization.

  • Experience in managing EU funded projects.

  • Experience in implementing AVRR projects from/to Europe, North Africa and West and Central Africa;

  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations and private sector entities.

Languages

REQUIRED

For this position, fluency in English and French is required (oral and written).

DESIRABLE

Working knowledge of other IOM recognized languages is an advantage.
