Overview & Responsibilities

The Finance Management and Support Services Department at International Development Law Organization is an integral part of the project team responsible for ensuring financial integrity, transparency, and accountability in the implementation of donor-funded projects. The Department places strong emphasis on producing accurate and auditable financial reports for all stakeholders.

The Finance Associate will be part of IDLO Mali Country Office based in Bamako, Mali, and will work under the direct supervision of the Finance Manager. The incumbent will support the financial management operations of the country office.

KEY RESPONSABILITIES

Accounting and Finance

  • Support the Finance Manager, in maintaining a comprehensive accounting system for the country office in accordance with IDLO policies and procedures, including:
    • Processing invoices and payments;
    • Maintaining bank accounts and financial records in the accounting system;
    • Ensuring timely reimbursement of travel expenses for IDLO staff and experts.
  • Verify invoices in line with established organizational procedures and approval processes by:
    • Matching supporting documents (goods receipt notes, purchase orders, procurement requests, bid analyses, etc.) with supplier invoices;
    • Recalculating figures to ensure mathematical accuracy;
    • Verifying coding and payment processing for accounts and grants.
  • Review reports and payment requests submitted by implementing partners and submit findings to the supervisor.
  • Collect bank statements and prepare monthly bank reconciliations, including follow-up on outstanding checks.
  • Monitor bank account balances and ensure sufficient funds are available to settle outstanding obligations.
  • Assist the supervisor in reviewing monthly budget performance against financial reports.
  • Support the development, organization, and maintenance of all financial filing systems (physical and electronic), including:
    • Scanning monthly financial supporting documents;
    • Uploading files to IDLO SharePoint.
  • Organize monthly supporting financial documents and dispatch them to headquarters administration.
  • Assist in preparing salary payments for nationally recruited staff.
  • Prepare statutory payments such as payroll taxes and withholding taxes in compliance with applicable regulations and deadlines.
  • Maintain, code, and accurately record petty cash transactions.
  • Support the Finance Manager, as required, on special projects, research assignments, or related tasks.
  • Assist the supervisor during internal and external audits.
  • Perform any other related duties as assigned by the supervisor.
  • Knowledge, Skills & Competencies
    • Experience working in an intergovernmental or international non-governmental organization is highly desirable.
    • Demonstrated knowledge of financial rules, regulations, and accounting principles.
    • Proficiency in Microsoft Office applications.
    • Advanced knowledge of spreadsheets and database software.
    • Practical experience using MS NAVISION ERP is required.
    • Excellent written and verbal communication skills.
    • Strong interpersonal and relationship-building skills in multicultural environments.
    • Excellent time management skills with the ability to prioritize tasks effectively.
    • Strong attention to detail and problem-solving abilities.
    • Ability to work collaboratively across organizational boundaries.
    • Proven ability to work under pressure and meet tight deadlines with flexibility and initiative.

Job Requirements

Education

  • Minimum of a Bachelor’s degree or equivalent in Accounting, Finance, Business Administration, or a related field.
  • Professional accounting certification such as ACCA or CPA is considered an asset.

Experience

  • Minimum of 3 to 5 years of experience in accounting and financial management within an international environment, preferably with:
    • International organizations;
    • Public or private institutions managing donor-funded programs.
  • Experience with IPSAS standards is an added advantage.

Languages

  • Full professional proficiency in French is required.
  • Workimg knowledge of English is considered an advantage

Terms & Conditions

  • This locally recruited position offers an initial affiliated contract of six (6) months beginning in July 2026, renewable subject to budget availability and satisfactory performance.
  • The first two (2) months of employment will constitute a probationary period.
  • The position is open to candidates who are nationals of the duty station or who possess permanent residency or other legal authorization to work in the duty station country.
  • Locally recruited employees are not entitled to allowances or benefits that apply exclusively to internationally recruited staff.
