PROJECT BACKGROUND
ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) is a 3-year project to help reduce methane emissions in ASEAN countries. Funded by the ASEAN-Korea Cooperation Fund (AKCF), the project provides technical and financial support in the following four outputs:

Developing enabling policies and institutions,

Improving the measurement of methane emissions,

Designing, financing, and implementing methane reduction projects, and

Promoting regional dialogue and partnership
The AKCMM project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the AKCMM project is implemented in cooperation with the Ministry of Environment (MoE), which serves as the ASEAN Working Group for Climate Change Focal Point for Indonesia. Based on the direction of the MoE, municipal solid waste (MSW) has been selected as the priority focus for AKCMM implementation in Indonesia, reflecting its significant contribution to national methane emissions.
OBJECTIVES OF ASSIGNMENT
The Terms of Reference (ToR) are prepared under Output 2 of the AKCMM project “Improving the measurement of methane emissions”, which aims to strengthen Indonesia’s capacity to accurately quantify, report, and verify methane emissions. In this context, Measurement, Reporting and Verification (MRV) refers to tracking and documenting emissions levels to ensure reliable and transparent national greenhouse gas (GHG) inventories.
Indonesia has a well-established national inventory system, SIGN SMART, which compiles emissions data across sectors. Methane emissions in the waste sector arise from activities such as solid waste disposal and wastewater treatment. Estimating these emissions depends on high-quality activity data and validated emission factors. A gap analysis conducted by GGGI identified that inconsistencies in data availability and quality remain a significant challenge to accurate national reporting.
To ensure the integrity of the national inventory, data management is integrated as a core function of the Quality Assurance (QA) process. This includes the review of activity data and parameters used in GHG emission calculations, as well as the application of locally relevant emission factors. This process is overseen by the Directorate of Greenhouse Gas Inventory and MRV (Directorate of GHGI and MRV) under the MoE.
GGGI is therefore seeking an individual consultant to support the Directorate of GHGI and MRV in providing technical assistance for the national GHG inventory. Under the supervision of the MRV Officer for Methane Mitigation, the Consultant will conduct research and technical analysis to support the improvement of the national GHG inventory system. The Consultant will also assist in day-to-day coordination with focal points in the Directorate of GHGI and MRV, provide administrative support for event preparation, implementation, and documentation as needed. If necessary, the Consultant will be required to work collaboratively with other consultants engaged in the improvement of the national GHG inventory system.

The assignment will be completed over 7 months from June 2026 to December 2026.

The Consultant will be paid fees for 126 working days at a rate of USD 52 per day (based on a day of 8 hours) for those days during the Term when the Consultant provides the Services. If the Consultant provides the Services for less than the required hours on any day, then the fees for that day will be reduced proportionally.
All travel-related expenses of the Consultant, including but not limited to domestic flight and local transportation, accommodation, meals, insurance, and other incidental costs for stakeholder meetings and site visits, shall be fully borne by the Consultant.

OUTPUT AND DELIVERABLES
1. Review and assess subnational activity data for the waste sector in Indonesia within the SIGN SMART system.
2. Compile and review existing national and subnational studies, projects, and initiatives related to methane emission factors for the waste sector.
3. Develop a database of identified studies, projects, and initiatives, including key information on waste streams, methodologies, geographic coverage, scope, and data availability.
4. Conduct research and technical analysis to support data improvement, consistency, and transparency of the waste sector GHG inventory.
5. Assist in preparing technical summaries, presentation materials, meeting notes, and documentation related to GHG inventory and methane mitigation activities.
6. Provide day-to-day coordination and communication support with focal points at the Directorate of GHGI and MRV and other relevant stakeholders.
7. Support the preparation and implementation of meetings, workshops, consultations, and other coordination events as required.
8. Provide administrative and operational support related to project implementation and reporting activities as needed.

ADMINISTRATIVE INFORMATION
Interested consultant must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Note 1) At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.
Note 2) Applicants must also include in their application package as follows:
