Organizational Setting and Reporting Relationship

The position of Operations Assistant is assigned to the Transport Sector Division (SD1-TRA) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, SD1-TRA, or designated Technical International Staff.


Your Role

As Operations Assistant, you will provide administrative support for SD1-TRA activities. You will provide administrative support in project administration, project processing activities related to loans and Technical Assistance (TA), and database management.


You will:

  • Manage correspondence and documents for the supervisor. Compose routine letters independently. Review documents before supervisor approval. Handle incoming mail and ensure outgoing correspondence is sent out promptly. Maintain a filing system for documents and databases within the team.
  • Coordinate supervisor's schedule by maintaining calendar and arranging appointments, meetings, travel, and accommodation as specified by the supervisor and following ADB procedures.
  • Ensure accurate updating of event database, including knowledge sharing activities.
  • Help prepare necessary loan/TA documents and processing of these documents following ADB quality and procedures.
  • Support the preparation and administration of TAs and projects. These tasks involve the selection process of consultants, processing claims, contract variations, internal memos, and preparation of reports. The reports include TA and Project Completion Reports, and back-to-office reports. This work is done under the guidance of the international staff and/or project officer.
  • Support with project processing and implementation. This includes administrative support for project documents, such as Report and Recommendation of the President and project concept notes, Technical Assistance Reports, and project implementation memos and documents. Additionally, provide logistical support for project meetings and missions.
  • Provide back-up support to the Senior Operations Assistant in the latter's absence or relieve other operations assistant.
  • Perform other responsibilities that may be assigned as reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in finance, business administration, public administration, or other fields combined with relevant experience.
  • At least 5 years' relevant professional experience, preferably with working experience in multilateral organizations.
  • Sound knowledge of spreadsheets, and proficiency with computer-based applications.
  • The ability to liaise and work with individuals from different professional and cultural backgrounds.
  • Experience working across multiple teams and organizing events.
  • Written and verbal proficiency in English and local language (as applicable)

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of the Philippines.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
