Organizational Context and Scope
Assisted Voluntary Return and Reintegration (AVRR) is one of the core areas of IOM expertise, and a field in which the organization has over 40 years of experience. The Protection (MPX) Unit within the Regional Office for Latin America and the Caribbean (RO LAC) is responsible for thematic oversight and technical support for all AVR programmes implemented within the LAC Region. Together with IOM Global Office in Washington, D.C. and IOM LAC Country Offices, RO LAC works to provide eligible beneficiaries, both in the United States and in third countries, with their access to assisted voluntary return to their countries of origin or of legal status in a safe and dignified manner. In addition to travel arrangements, IOM’s assistance may include counselling of voluntary returnees, acquisition of travel documents, provision of medical or other escorts, departure, transit and arrival assistance.
The United States Department of State, Bureau of Population, Refugees, and Migration (PRM) funded-Global Assisted Voluntary Return (GAVR) Program aims to provide migrants with irregular status in the United States and third countries access to assisted voluntary return to their countries of origin or legal status in a safe and dignified manner.
Under the overall supervision of the Deputy Regional Director for Operations, the direct supervision of the Senior Regional Migrant Assistance Specialist and in coordination with IOM Global Office in Washington, D.C. colleagues and relevant IOM LAC Country Offices, the incumbent will have the following duties and responsibilities.
Responsibilities
- In close coordination with the Chief of Mission (CoM), the Regional Office and IOM Global Office in Washington, D.C., relevant Units at HQ, as well as with Government counterparts and other relevant public/private sector partner organizations in the geographical area of the response, conduct protection assessments and identify risk mitigation strategies focusing on, among others, operational settings and accessibility of services, including shelter, legal frameworks, protection risks for specific vulnerable groups, key protection actors on the ground and available referral pathways, safe environments for return in countries of origin (CoOs), etc.
- In coordination with the MPX RTS and IOM Global Office in Washington, D.C., provide technical guidance and support to national and international protection staff in the LAC Region to ensure high-quality outcomes for migrants, while supporting operational coordination and ensuring adherence to IOM policies.
- Collaborate with CoM and National Coordinators, RMO and other relevant staff, units and programmes as needed to ensure migrants have access to relevant services.
- Coordinate with relevant actors, including consular authorities, to facilitate access to documentation, family tracing, and reunification where possible.
- Ensure appropriate protection information management in line with IOM and interagency standards.
- Participate in relevant coordination mechanisms or task forces at local level and/or at regional level, as relevant.
- Provide remote and in person support for the set up of the response and provision of assistance ensuring coherent approach across all interventions. Be available for short-notice international deployments outside duty and home station, when required by the programme, in order to support urgent protection responses.
- Represent RO LAC in a variety of meetings and forums, including with programme donors, partners, and stakeholders, as required.
- Monitor the implementation of protection activities and measure progress against objectives, indicators, and targets.
- Identify the priorities that arise during the implementation of the Programme and contribute to the design and development of the new projects and activities under the Programme based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements.
- Support the Senior Regional Migrant Assistance Specialist in case management coordination, including review of complex AVR cases and internal approval processes.
- Contribute to developing and delivering specialized training on AVR, case management and protection interventions.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Social Sciences, International Relations/Affairs, Research, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
- Bachelor’s degree in the above fields with seven years of relevant professional experience.
Experience
- Experience working with migrants, civil society, and governments;
- Experience working in multicultural and multidisciplinary teams;
- Proven experience supporting protection programming across multiple countries, as well as mainstreaming protection across operations;
- Proven experience providing protection and assistance to migrants in vulnerable situations and communicating with individuals who have complex needs;
- Experience working in programs that include a movement operations component is an advantage; and,
- Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration, and specialized protection programs, is preferred.
Skills
- Strong knowledge of IOM and inter-agency protection standards and operational procedures and guidelines;
- Solid coordination skills;
- Ability to research and adapt to different operational and cultural contexts;
- Strong writing, editing, presentation and training facilitation skills;
- Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages;
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements;
- Ability to gather, consolidate, and attribute information from multiple sources;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
