Organizational Setting and Reporting Relationship
The position of Procurement and Contracts Specialist is assigned to the Procurement and Contracts Unit (CSPC) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Advisor, CSD and Head, CSPC and will oversee junior team members.
Your Role
As a Procurement and Contracts Specialist, you will manage capital expenditure (CAPEX) procurement activities and contract administration for Headquarters and Field Offices. You will complete all CAPEX-related procurement processes in full compliance with organizational policies, industry best practices, and financial governance requirements. You will help promote infrastructure modernization, facility upgrades, security systems, and other capital investment programs across the institution.
You will:
- Develop procurement plans for facilities projects, ensuring sourcing strategies, timelines, and documentation support efficient project delivery.
- Oversee the preparation, review, and quality assurance of procurement documentation, including specifications, tender packages, evaluation reports, and contract agreements to ensure compliance with organizational policies and industry standards.
- Lead the end-to-end procurement process for goods, works, and services including market research, preparation of technical specifications and tender documents, bidding, bid evaluations, and negotiation of contract terms.
- Coordinate with project teams and technical experts to clarify requirements and resolve technical issues.
- Monitor supplier and contractor performance by ensuring adherence to contract terms and addressing issues that may affect project execution.
- Implement procurement controls and reporting mechanisms to track progress, risks, and compliance, supporting oversight and informed decision-making.
- Identify opportunities to enhance procurement efficiency, including improvements to sourcing strategies, supplier management practices, and procurement tools and systems.
- Collaborate with the CSOD Portfolio Management Office (PMO), project teams, suppliers, and contractors to ensure smooth procurement and project delivery.
- Perform other responsibilities assigned and reflected in your work plan.
Qualifications
You will need:
- A University degree in business administration, supply chain management, engineering, finance, or a related field; preferably at post-graduate level or equivalent. Recognized procurement certification (e.g., CIPS, CPSM) are an advantage.
- At least 6 years of relevant experience in procurement and contract management for CAPEX, infrastructure, construction, facilities, or technical projects.
- International experience working in several countries managing procurement for multi-country or multi-site projects, including remote or field environments.
- Knowledge of procurement policies, bidding, sourcing strategies, contract negotiation, and CAPEX categories such as infrastructure, security systems, construction, and facility upgrades.
- Experience managing large works and goods contracts, including procurement and consulting services.
- Demonstrated experience managing vendor performance, contract variations, compliance and performance indicators.
- Proficient in the use of relevant computer-based programs and applications including procurement systems, ERP platforms, contract management tools, and standard documentation templates.
- Demonstrate the ability to provide strategic insight into analyzing complex situations and design well-thought-out solutions.
- Demonstrate good coordination and can collaborate with individuals from different cultural/national backgrounds and work with teams as a constructive team member.
- Leadership experience, including mentoring or guiding junior team members.
- Excellent command in written and verbal communication in English.

This appointment is open to internal and external applicants.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment
