Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Configuration and Data Processing Unit, Automatic Processing Systems Section in International Data Centre Division (IDC). 


                        

Reporting Lines

Under the supervision of the Chief, Automatic Processing Systems Section, to:

Duties and Responsibilities

  1. Provide support to the data processing system of a global network of radionuclide, seismic, hydroacoustic and infrasound sensors;
  2. Operate and monitor the software modules for automatic processing, the operating systems, the database interfaces, the distributed transaction management software, data distribution services and other relevant software.
  3. Provide substantive technical input to ensure the proper performance of the database interfaces and of other related commercial software and support the reliable operation of the interactive analysis tools and event screening processes;
  4. Document software problems, configuration changes and technical issues;
  5. Implement and test new operational software releases;
  6. Support the connection configuration and testing of new stations;
  7. Contribute to the development of ancillary software to support operations;
  8. Support training of trainees assigned to the Unit;
  9. Plan, monitor and control projects using applicable project management methodologies including Agile; 
  10. Perform other duties as assigned.

Education

  • University degree in computer science, information technology, engineering or a related field. 

Work Experience and Qualifications

  • At least five (5) years of relevant working experience in data processing, application software support, programming and maintenance on Linux based operating systems, including Oracle and Postgres databases, containers, Kubernetes, and network problems diagnostics;
  • Working experience with software version control systems (preferably with GIT) is essential; 
  • Knowledge of internet protocols is essential;
  • Experience in Perl, Python, SQL, and csh/ksh/bash is a requirement. Knowledge of the C , C++ and Java programming language is essential;
  • Working experience with Apache Kafka and RabbitMQ message brokers for building reliable, scalable, and event-driven distributed data pipelines is essential;
  • Demonstrated software testing skills and ability to identify and address software problems quickly is essential;
  • Relevant working experience in seismological/geophysical/radionuclide data processing area is highly desirable;
  • Knowledge of Public Key Infrastructure is desirable; 
  • Experience in IT Project Management with Prince2, Scrum Master or similar certification is desirable;
  • Experience in IT Service Management with ITIL certification is desirable;
  • Strong knowledge of security best practices and information security principles is desirable;
  • Strong ability to communicate effectively in a multicultural environment. 

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
