Organizational Setting and Reporting Relationship
This position is assigned within Office of the General Counsel (OGC), ADB's legal department. OGC is responsible for providing legal and policy advice to ADB's Board of Directors, its Management and client departments on operational and administrative matters and advises on methods to limit ADB's risk exposure appropriately. It prepares or reviews documents that create and define the legal rights or obligations of ADB, including financing and investment contracts.
You will be based at our Headquarters in Manila, Philippines.
You will report to the Assistant General Counsel and/or designated International Staff.

Your Role
As Senior Legal Operations Assistant, you will provide LPR Program portfolio administration support throughout the lifecycle of LPR TA projects from approval to completion. You will work closely with the LPR Team and other OGC staff implementing LPR TA projects and LPR consultants and resource persons and guide them on the administrative aspects of LPR TA projects in compliance with ADB's policies, procedures and quality standards. Furthermore, you will work closely with other ADB departments in relation to the processing and administration of LPR TA projects and the overall LPR Program portfolio.
You will:
- Support the LPR Team and OGC staff with TA administration issues including: (i) recruitment and onboarding of consultants, resource persons, and service providers; (ii) contract variations and payments; (iii) updating of project profiles and information in e-Operations System (eOps), Management Approval System (MAS), Integrated Disbursement System (IDS) and other relevant ADB systems; (iv) monitoring TA budget utilization and disbursements including compliance with funding source requirements; (v) monitoring TA contracts including completion dates and extensions; (vi) preparing for missions and handle logistical arrangements for national and regional events; (vii) financial closure of TAs; (viii) preparation of TA completion reports; (ix) maintaining accurate records of TAs; and (x) knowledge management of key LPR TA "know-how" including capacity building materials;
- Meet regularly with OGC staff implementing LPR TA projects and LPR consultants, resource persons and service providers to support the effective and efficient administration of LPR TA projects;
- Support the LPR Team with the management, monitoring, creation, maintenance and updating of LPR TA SharePoint sites, iManage folders and other systems and databases to enable effective and efficient tracking and management by individual TA team leads as well as by the LPR Team;
- Support the LPR team in developing quarterly and other management reports, and in the annual Work Program and Budget Framework exercise and other funding application exercises for LPR TAs; · Where required, serve as an alternate OGC eOps, SovOps, and MAS superuser for LPR Program to ensure effective access and timely approval and updating of ADB systems and databases;
- Stay updated on ADB policies, procedures, and systems; attend relevant internal trainings; maintain coordination with relevant ADB departments to support efficient processing and resolution of TA-related matters; and perform other assigned duties, including special projects in support of OGC operations.
Qualifications
You will need:
- Bachelor's degree, preferably with good working knowledge of ADB's project-related and TA operation and administration.
- Minimum of 5 years relevant experience.
- Excellent written and verbal communication skills in English is required.
- Demonstrates strong analytical skills, attention to detail, and ability to maintain focus; proficient in basic computer applications; effectively manages time to handle multiple projects and heavy workloads; and works collaboratively as a constructive team member.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
