Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (AFNR) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and senior/principal/lead Officer.
Your Role
As a Project Analyst, you will provide analytical, coordination, and operational support for portfolio management, project processing, and project administration of loans, grants, and technical assistance (TA). You will contribute to ensure efficient project implementation, compliance with ADB policies, and achievement of project performance targets.
You will:
- Support preparation, review, and quality assurance of project documents (e.g., concept notes, TA reports, Report and Recommendation to the President, Project Administration Manual).
- Help design implementation arrangements including procurement, consultant recruitment, disbursement, and project management setup.
- Prepare and update project and TA administration documents (e.g., memos, reallocations, and scope changes).
- Compile and analyze project data (e.g., disbursements, contract awards, implementation status) and provide inputs on performance issues and corrective actions.
- Conduct an initial review of procurement-related documents, including invitations for bid, bidding documents, bid evaluation reports, and contracts. Manage procurement workflows in the Procurement Review System. Prepare electronic procurement approval forms, produce procurement contract summary sheets, and update procurement plans.
- Maintain records to monitor compliance with loan and TA covenants and to follow up outstanding obligations of executing agencies (EAs) such as the submission of financial statements and progress reports.
- Update project related systems (e.g., SovOps, e-Operations) for processing milestones, project data sheet, classification, and project performance reporting during quarterly validation exercises.
- Contribute to preparation of portfolio reports, project completion reports, and TA completion reports.
- Manage TA by (i) monitoring commitment and disbursement ensuring sufficiency and proper charging of funds; (ii) ensuring activities follow the approved TA; and (iii) recruiting consultants, preparing contract variations and extensions, processing payment claims and other disbursements, and processing closure of consultants' contracts and TA accounts.
- Provide guidance to EAs and implementing agencies on ADB policies, procedures, and project administration requirements.
- Participate in project-related missions and meetings, including preparation of inputs to mission reports and aide memoires, while contributing to knowledge sharing and providing guidance to junior analysts or colleagues.
- Provide administrative and analytical support and perform other tasks reflected in the workplan.
Qualifications
You will need:
- Bachelor's degree in economics, finance, business administration or relevant field.
- At least 5 years of relevant professional work experience in project-related work, multiple sector work, and administrative systems and procedures.
- Demonstrated experience working on assigned transactions, analysis and research, which have well-defined scope and steps.
- Proficiency in expressing ideas in both spoken and written formats in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
