A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organizational Context:
The Independent Oversight Mechanism performs the functions of investigation, inspection and evaluation in accordance with article 112, paragraph 4, of the Rome Statute. The Independent Oversight Mechanism (IOM) is a subsidiary body of the Assembly of States Parties to the Rome Statute. The IOM shall exercise operational independence under the authority of the President of the Assembly. The purpose of IOM is to ensure the Assembly of the effective and comprehensive oversight of the Court in order to enhance its efficiency and economy.
Duties & Responsibilities
Under the direct supervision of the Head of Independent Oversight Mechanism, the incumbent shall perform the following:
- Plan, organize and conduct, either individually or jointly with the Senior Investigator, as appropriate, investigations of alleged violations by elected officials, staff members, consultants, contractors or any other individual within applicable ICC rules, regulations, policies or other administrative issuances.
- Conduct interviews and obtain statements from complainant, witnesses, and subjects.
- Identify, collect and analyse information relevant to any complaint or allegation in order to make a full and detailed preliminary assessment of a case.
- Search for, gather, record and preserve all potential or relevant pieces of evidence, including in electronic format, ensuring that all necessary evidence chains are established and maintained.
- Prepare complete and concise investigation reports.
- Conduct post investigations tasks such as proposing actions to close matters, where appropriate.
- Contribute to the development and preparation of relevant policies, procedures and instructions reflecting recognised best practices in the area of international administrative investigations.
- Implement and maintain established procedures to ensure professional competency and completeness through the investigation process.
- Participate in briefings, meetings and presentations related to IOM investigation mandate.
- Perform other duties as assigned by the Head of IOM.

Essential Qualifications
Education:
Advanced university degree in law, criminal investigations or any other related field. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of five (5) years (seven (7) years with a first level university degree) of progressively responsible professional experience in complex criminal and/or administrative investigations or any other related field is required.
Experience in administrative investigations in an international organisation is highly desirable.
Knowledge, skills and abilities:
- Knowledge and understanding of theories, concepts and approaches relevant to investigations, and in particular administrative investigations;
- Demonstrated ability to conduct investigation and/or inspection assignments, and produce quality reports with relevant elements i.e. facts, analysis and results;
- Ability to analyze large volume of complex and conflicting evidence;
- Excellent communication and negotiation skills required to advice and/or conduct interviews, give presentations;
- Strong demonstrated written skills with emphasis in complex report writing;
- Ability to work under demanding and at times conflicting work priorities and schedules; Determination, perseverance and the ability to network and build effective working relationships with internal and external stakeholders including non-government al organizations, military, police and government bodies.

Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 ICC-ASP-23-Res.2-ENG). to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 ICC-ASP-23-Res.3-ENG to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
