Actuamos ante emergencias promoviendo el respeto al derecho internacional humanitario. Somos una organización independiente y neutral, y nuestro mandato deriva esencialmente de las Convenciones de Ginebra de 1949. Trabajamos estrechamente con las Sociedades Nacionales de la Cruz Roja y la Media Luna Roja y su Federación Internacional para garantizar una respuesta humanitaria concertada, racional y rápida a las necesidades de las víctimas de conflictos armados o cualquier otra situación de violencia interna.

Purpose

Legal Adviser 2 advises the regional delegation on international humanitarian law (IHL) and national and/or international legal matters and conducts related legal work. S/he initiates, formulates and implements strategies to address identified issues and delegation objectives in the legal domain. S/he supports and guides research on and analysis of specific legal matters and broader sectors of the national legal system.

Accountabilities & functional responsibilities

  • Analyses the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and other related issues.
  • Drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, 'non-papers' etc. related to delegation activities and objectives.
  • Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
  • Supports IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.
  • Provides legal advice and technical assistance to national authorities.
  • Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms. Represents the delegation in meetings with external partners and contacts.
  • Monitors legal developments that may have an impact on the operations of the ICRC in the countries covered by the Regional Delegation.
  • Develops and maintains a network of influential institutions and individuals and assists in devising strategies for mapping, attracting and mobilizing them in support of the respect of IHL and the ICRC.  
  • Maintains relations with academic circles, supports the teaching of IHL and develops and maintains relations with influential players and a network of partners and contacts linked to legal questions and policy, as well as IHL promotion and implementation.
  • Advises on socio-political and legal aspects of delegation strategy and operations.
  • Supports protection objectives and activities (including in the fields of protection of the civilian population, missing persons, detention and weapon contamination (WeC)  etc.).
  • Coordinates and supervises external consultancies on legal issues.
  • Supports as relevant the implementation of other prevention or protection-related objectives of the delegation(s), in particular with regard to the protection of the civilian population, the missing, detention, WeC, relations with arms carriers and communication.

Professional Experience required

  • University degree in law / master’s or specialization in International law, human rights and/or IHL• 4 to 6 years’ working experience in a similar function, within or outside the ICRC.
    • Work experience in government, the judicial sector or an international organization, an advantage. 
    • ICRC experience, an advantage.
    • Teaching/dissemination experience, including at academic level, an advantage.
    • Connections to governmental and academic circles, including own network of interlocutors (actors of influence).
