Overall purpose of the role:
The Protection Officer - GBV will supervise, mentors, provides technical support to Protection Assistants who manage Women and Girls Centers (WGC) and Child Friendly Spaces (CFS). The role entails oversight of empowerment, skill building, curriculum-based trainings, awareness raising sessions with children and caregivers and recreational activities that occur inside WGCs, CFSs and sensitization campaigns in the wider community. The position is responsible for supervising and monitoring day to day implementations of both GBV and Child Protection interventions in project locations, including weekly/ monthly reporting to line manager and MEAL team.
Responsibilities:
PREVENTION ACTIVITY OVERSIGHT:
- Provide technical oversight to GBV assistants and also child protection prevention assistant to ensure the quality and continuity of activities offered in the Women and Girls Centers and Child friendly Spaces (CFSs).
- Support Incentive workers through mentoring and training to conduct recreational, awareness, psychoeducational sessions in the Women and Girls Centers and Child Friendly Spaces (CFS).
- Mentoring and supervising to protection assistants (GBV and CP) on day to day child protection and GBV prevention activities implementation and collaborating with other sector for the joint activities implementation, such as emergency responses, distribution, protection assessment and so on.
- Develop and implement comprehensive work plans with the support of the child protection and GBV team leaders to ensure the smooth implementation of child protection and GBV interventions in all project locations.
- Leading to develop on capacity building plan for staffs and volunteers relate with child protection skills & knowledge and also GBV core concepts with consulting with Team leaders and PM.
- Develop weekly/ monthly work plans inline with project goals and implementation plans
- Engage with community leaders, community members and stakeholders to build strong relationship and trust.
- Oversee the roll out psychoeducational sessions on self-esteem, communication, self-care etc. for women and adolescent girls attending centers
- Oversee the sound facilitation of sessions on effective communication, problem solving and other life skills
- Facilitate trainings about gender equality, child protection and healthy relationships for male beneficiaries, caregivers, women facilitators and outreach workers
- Mentor GBV & CP prevention assistants and Incentive Workers ensuring quality implementations
- Design income generating activities including sewing training, kitchen garden, and soap making. Recruit teachers for cross cutting skills such as numeracy, literacy, basic computer skills and financial literacy
- Oversee the fair selection of activity beneficiaries and lead the establishment of groups for each of the income generating activities
- Must lead the GBV, CP curriculums (such as Girl Shine, EMAP, Positive Parenting etc) to be well implemented from group forming to closing ceremony.
- Supervise the Male Engagement activity – Group Forming, community sensitization session and working with men & boys
AWARENESS ACTIVITY ROLL OUT
- Lead the roll out of awareness raising campaigns, focus group discussions (FGD) and other community engagement activities about violence and gender relations
- Oversee the planning and roll out of awareness activities to commemorate days such as: CRC Day, International Women’s Day, and 16 Days of Activism
- Lead the roll out of GBV prevention curricula under the supervision of GBV team leader, Specialists and Protection Project Manager.
- Support in the recruitment/replacements of Incentive workers where have gaps.
MONITORING AND DATA REPORTING
- Make sure the GBV activity rolls out data is well collected, store and maintain the data to have well completed.
- Work with MEAL Team to check monthly data to be correct.
- Supervise the WGC, CFS activity data is being on track and make sure to use the digital Tools.
SUPERVISION AND COACHING
- Make sure the GBV, CP Prevention Assistants’ work plans are well managed and support them to have routine report to the supervisor
- Mentoring and coaching to the Incentive workers and FBS to rotate the WGCs, CFS activities are being on track
- Organize the regular meeting with the Incentive workers, and FBS to be in line with the updated GBV and Child protection activities
- Support initiative capacity building plan for the GBV, CP FBS, and Incentive workers in constant manner
PROGRAM MANAGEMENT SUPPORT
- Compile and edit weekly and monthly reports submitted by GBV Prevention Assistants and submit them to the GBV Team Leader
- Draft monthly reports about all GBV prevention activities which include a thorough analysis of progress against indicators and qualitative information about progress and challenges
- Complete the indicator tracker for all Gender Based Violence prevention activities on a monthly basis
- Oversee the Monitoring and Evaluation of activities conducted in the Women and Girls Center
- Draft quarterly reports to be submitted to the donor
ADMINISTRATION
- Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
- Oversee the documentation to process the payment of Field Level Case Workers incentives
- Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources
Required experience and technical competencies
- University (BA/BSc) degree in relevant field is an asset or equivalent professional qualification
- Minimum 2 years of practical experience in sector area working for an NGO or association
- Demonstrated experience in working on child protection and women protection such as child friendly recreational activities. empowerment programs, reproductive health, counselling etc.
- Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
- Commitment to achieve gender equality, and all forms of Gender Based Violence and child safeguarding.
- Excellent interpersonal and communication skills.
- Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
- Demonstrated commitment to the elimination of racism and discrimination against ethnic minorities.
- Knowledge about basic reproductive health and child friendly knowledge
- Computer skills, including knowledge of Excel
- Understanding of operational context in Rakhine State
- Advanced English proficiency

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H-non-management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
