The Global Framework for the Progressive Control of Transboundary Animal Diseases (GF‑TADs) is a joint initiative from WOAH and FAO, launched in 2004. It provides a coordination and facilitation mechanism to help WOAH Members prevent, detect, and control transboundary animal diseases (TADs). Activities implemented under the umbrella of GF-TADs contribute to the development and implementation of strategies for priority diseases such as FMD, PPR, ASF, Avian influenza and others. |

Positioning and reporting The GF-TADs Technical Coordinator is placed under the authority of the Head of Emergency Preparedness and Resilience Department, working under the supervision of the Programme Manager – Animal Health Systems Resilience. The GF-TADs technical coordinator works in close collaboration with WOAH Departments and Regional and Sub-Regional offices involved in the implementation of the GF-TADs activities and their FAO counterparts. |

Job purpose The purpose of this position is to support the technical coordination of the different workstreams under the GF-TADs, more specifically: – Working in coordination with FAO counterparts in the GF-TADs Global Secretariat mission implementation; – Coordinating the work of WOAH’s teams working in GF-TADs activities to ensure the harmonisation of the respective planning and execution; – Leading the organisation of WOAH TADs-related activities by providing technical and administrative assistance to the relevant WOAH Teams. – Providing general support to the activities of the Emergency Preparedness and Resilience Department |

Missions and activities Working in coordination with FAO counterparts in the GF-TADs Global Secretariat mission implementation: – Supporting the organisation of the three types of global GF-TADs governance meetings – (1) management committee, (2) global and (3) regional steering committees, and follow up on the respective recommendations; – Supporting and attending, as necessary, activities related to global and regional priority disease strategies (coordination meetings, roadmaps, standing groups of experts, webinars, workshops); – Following-up on the implementation and periodic revision of the GF-TADs global strategy; – Maintaining the GF-TADs SharePoint up to date. Coordinating the work of WOAH’s teams working in GF-TADs activities to ensure the harmonisation of the respective planning and execution: – Tracking the implementation of workplans and supporting data collection and analysis related to key performance indicators of GF-TADs projects; – Supporting the organisation of internal disease coordination groups; – Contributing to the development of activity reports including through the provision of technical material for further communication and dissemination; – Supporting planning and assisting technically, as needed, in the implementation of GF-TADs activities involving WOAH; – Liaising with regional offices to ensure technical integration of TADs related projects that do not have specific entry point at headquarter as well as providing strategic guidance and support to the development of activities. Leading the organisation of WOAH TADs-related activities by providing technical and administrative assistance to the relevant WOAH Teams: – Developing concept notes, and leading or supporting the implementation of activities such as webinars, workshops, and technical consultations related to areas of work relevant to the GF-TADs strategy, in particular those related to animal movement; – Contributing to WOAH activities related to emergency preparedness. Responding to emergencies related to transboundary animal diseases, including through involvement with the WOAH Incident Management System; – Contributing and liaising with relevant colleagues to review concept notes and facilitate regional activities. – Providing general support to the activities of the Emergency Preparedness and Resilience Department, as required. |

Qualifications and Experience Required qualifications and experience – A degree in veterinary science, biological sciences, public health, or equivalent; – At least 5 years of professional experience working in veterinary services at national level or above on control programmes against transboundary animal diseases; – At least 2 years of professional experience at international level or proven regular exposure to international level; – Experience in provision of technical secretariat and coordination functions at the national or international level Additional experience (asset) – Experience in monitoring and evaluation – Experience in the control of animal movements and/or emergency preparedness – Experience working in two or more regions Expected Skills Technical skills – Experience in the management of projects involving multiple stakeholders – Ability to synthesise information and to summarise complex technical and institutional discussions – Proficiency in modern content management systems (such as MS SharePoint) and dashboard management (such as Power BI) – Ability to work in English at a high level (C2) including excellent oral and written communication skills (C2) – Knowledge of French or Spanish is an asset – Good computer skills in the Microsoft Office environment (Word, PowerPoint, Excel, SharePoint, OneDrive, OneNote…) Personal and Interpersonal skills: – Excellent advocacy and communication skills – Ability to moderate conflicts and to keep composure in stressful situations – Courtesy, tact, and the ability to establish and maintain good working relationships in a multinational and multicultural team – Organisational skills |

Working conditions Salary: The monthly salary ranges from 3200 and 3300 euros, depending on experience and qualifications, with allowances based on eligibility. The salary is exempt from income tax in France. Type of contract: WOAH Staff – Fixed-term contract. Duration: Two (2) years renewable. Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer. It can entail missions abroad. |
