Duties and Responsibilities
MAIN ROLE The communication consultant will assist the CC Secretariat with the implementation of the communication strategy of the CC for the new cycle. The main responsibilities of the consultant will be to ensure CC presence on relevant communication channels (success stories on social media, CC webpage etc.), in accordance with the CC Rules of procedure, as well as ensuring proper follow-up with CC members to keep their visibility updated and constant on UPU communication channels. CC Communication will be coordinated with the UPU Communication program. 1 Content Production and Editorial The comms consultant will be responsible for: - Developing editorial content for CC communication outputs, including success stories, member spotlights, news items, and activity updates for the CC webpage, newsletter, and social media channels. - Proposing a quarterly editorial line-up for the CC newsletter and leading its production and publication in close coordination with the CC Secretariat. - Crafting and refining key messaging around the CC value proposition and CC–DO partnerships for diverse audiences (CC members, prospective members, UPU member countries and designated operators). - Ensuring all written content is clear, accurate, and aligned with the CC’s institutional voice and UPU communication standards. 2 Visual Design and Brand Consistency The comms consultant will be responsible for: - Designing and adapting CC communication materials, including banners, flyers, invitation cards, and infographics, tailored to target audiences and ensuring alignment with UPU brand guidelines. - Developing visual assets for CC digital channels, including social media graphics and materials for the CC WhatsApp Community. - Ensuring visual consistency and professional quality across all CC communication outputs. - Staying current with design trends and proactively proposing creative improvements to CC visual communications. 3 Digital Channel and Platform Management The comms consultant will be responsible for: - Maintaining and regularly updating the CC webpage with current member information, CC activities, and news, in accordance with the CC Rules of Procedure. - Coordinating with the CC Secretariat on CC webpage requirements in the context of the UPU website revamp. - With the support of the CC intern, monitoring and moderating CC members’ interactions in the CC WhatsApp Community sub-discussions. - Tracking channel performance and proposing evidence-based improvements to CC’s digital presence. 4 Member Relations and Stakeholder Engagement The comms consultant will be responsible for: - Liaising regularly with CC members to collect communication materials, updates, and success stories for publication on CC and UPU channels. - Maintaining and updating the CC members’ contact list in close coordination with the CC Secretariat, in accordance with the CC Rules of Procedure. - Supporting targeted outreach to prospective CC members through tailored communication materials. - Acting as a responsive and professional point of contact for CC members on communication-related matters. 5 Strategy and Cross-Departmental Coordination The comms consultant will be responsible for: - Supporting the CC Expert and Program Manager in implementing and monitoring the CC communication strategy for the Dubai cycle. - Coordinating all CC communication activities with the UPU Communication programme to ensure coherence with the organisation’s broader messaging and guidelines. - Refining communication mechanisms to effectively convey the CC value proposition and making evidence-based recommendations for strategy improvement. - Producing periodic reporting on communication activities and outcomes to inform strategic decision-making.
Qualifications/special skills
- At least 5 years of professional experience in communications, including demonstrated experience in an international or intergovernmental organisation context. - Proficiency with the Adobe Creative Suite (Photoshop, Illustrator, InDesign) - Familiarity with Premiere Pro is desirable. - Experience managing digital channels and social media platforms, including content scheduling and basic performance analytics is required - Experience with newsletter production tools (e.g. Mailchimp, Campaign Monitor, or equivalent) is required - Confirmed experience with a Website Content Management System (Kentico preferred) is required - Excellent writing and editing skills in English, with a proven ability to produce clear institutional content for diverse audiences (members, partners, general public) is required - Experience in member or stakeholder communications, particularly in a multilateral or membership-based context is required

Additional Information
Duration: 6 months working at 50% - remotely Remuneration 20K - The conditions of service are governed by the terms of the consultant contracts of the UPU International Bureau. - Experts working under consultant contracts are not eligible to join the UPU pension scheme and do not receive family allowances. - Experts are required to take out, at their own expense, health insurance covering the risks of illness, accident, invalidity and death for the duration of their employment. - All candidates employed by postal entities and shortlisted for this consultancy post must be released by the relevant postal authority. - French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. - Candidates must ensure that they provide relevant contact details so that they can be contacted at any time, to prevent them from being excluded from the selection process.
