BACKGROUND

The IRC resumed operations in Sudan in November 2019, after previously operating from 1982 to 2009, and has since expanded its programming across multiple states, including Khartoum, Gedaref, Blue Nile, and South Kordofan. Sudan is currently experiencing overlapping humanitarian crises driven by economic collapse, armed conflict, natural disasters, and mass displacement require humanitarian assistance. The IRC’s multi-sectoral response addresses critical needs in Health, Protection, WASH, and ERD, with a focus on community-led development, local partnerships, and inclusive programming. in addition, the IRC has scaled up multi-sectoral programs in Health, WASH, Protection, and Economic Recovery and Development (ERD), responding to widespread humanitarian needs caused by conflict, displacement, economic collapse, and natural disasters. With offices in Port Sudan, Khartoum, River Nile, Gedaref, Blue Nile, White Nile, and South Kordofan, IRC is expanding to reach vulnerable communities across the country.

The ERD sector plays a critical role in the IRC’s humanitarian response in Sudan, aiming to improve the resilience and well-being of vulnerable populations through cash-based interventions (CBIs), food security, and livelihoods support. IRC’s ERD program aims to strengthen the resilience and livelihoods of crisis-affected populations through cash-based interventions (CBIs), including Multi-Purpose Cash Assistance (MPCA), Group Cash Transfers (GCT), and unconditional food assistance. As a member of the Cash Consortium for Sudan (CCS), the IRC implements these programs in areas like Khartoum and South Kordofan. Programming is guided by the Cash Relief Operating Procedures (CROP), the Cash Working Group (CWG), and the Minimum Expenditure Basket (MEB) framework. Activities are delivered in partnership with local actors and utilize

Duties & Responsibilities of Job:

1.       Technical Quality & Program Implementation

•         Support the field-level implementation of ERD interventions across the project cycle, including MPCA, GCTs, and other cash and basic needs assistance, in line with IRC CVA guidelines, SOPs, and donor requirements.

•         Ensure accurate and transparent beneficiary identification, registration, and verification processes using agreed targeting criteria, with a strong focus on inclusion, protection, and accountability to affected populations.

•         Contribute to the preparation and implementation of activity workplans, distribution schedules, and procurement requests, in coordination with the ERD Manager and relevant support departments.

•         Support the delivery of timely, needs-based, and safe cash and voucher assistance, ensuring beneficiary dignity, accessibility, and risk mitigation throughout implementation.

•         Assist in the selection and monitoring of Financial Service Providers (FSPs) and delivery mechanisms, ensuring compliance with agreed standards and safeguarding beneficiary data and safety.

•         Support market-based approaches and economic recovery activities aligned with project objectives and local context.

•         Provide day-to-day technical and operational support to partner volunteers, and partner teams involved in cash and economic recovery activities.

•         Promote a respectful, inclusive, and supportive team environment that values learning, collaboration, and staff well-being.

•         Model adherence to IRC policies, including safeguarding, code of conduct, and the IRC Way, and promptly report any concerns through appropriate channels.

2.       Grant Implementation, Planning & Financial Tracking

•         Support the development & regular updating of activity-level workplans and implementation schedules in alignment with approved project timelines.

•         Track implementation progress against targets and flag delays, risks, or capacity gaps to the ERD Manager for timely decision-making.

•         Support monitoring of activity-level expenditures and cash pipeline needs, and contribute to monthly spending plans and cash forecasts as requested.

•         Contribute to the preparation of high-quality program updates, weekly and monthly reports, and human-interest stories in line with donor and IRC requirements.

3.       Monitoring, Evaluation, Accountability & Learning (MEAL)

 

•         Work closely with the MEAL team to support quality data collection, verification, and use for adaptive program management.

•         Support mobile data collection, field monitoring visits, and accurate documentation of program activities and outputs.

•         Facilitate Post-Distribution Monitoring (PDM), feedback and complaints mechanisms, and vendor monitoring activities, ensuring issues raised by communities are addressed and escalated appropriately.

•         Maintain organized and up-to-date program documentation and ensure timely data entry into relevant systems.

•         Contribute to internal and donor reporting by providing accurate field data, analysis, and lessons learned.

4.       Partnership & Stakeholder Engagement

•         Support day-to-day coordination with local implementing partners, community leaders, and service providers involved in ERD activities.

•         Facilitate regular field-level coordination and follow-up meetings with partners to support implementation quality and resolve operational challenges.

•         Support partner capacity strengthening efforts through on-the-job support, technical guidance, and joint learning activities, under the direction of the ERD Manager.

•         Review partner activity reports and provide technical feedback to support compliance and quality improvement.

5.       Coordination & Representation

•         Participate in relevant state-level coordination forums (e.g. Cash Working Group, Food Security and Livelihoods coordination meetings) as delegated by the ERD Manager.

•         Support engagement with local authorities, including HAC and line ministries, to facilitate access, approvals, and smooth implementation.

•         Coordinate closely with IRC internal departments (Supply Chain, Finance, MEAL, HR, Grants) to ensure timely and compliant program delivery.

•         Contribute to grant opening, review, and close-out processes by providing field-level inputs and documentation.

6.       Program Development & Learning

•         Support needs assessments, market assessments, feasibility studies, and community consultations to inform program design and adaptation.

•         Contribute technical inputs, lessons learned, and contextual analysis to proposal development and concept notes for ERD programming.

•         Support documentation of best practices, challenges, and learning to strengthen program quality and organizational learning.

7.       Other Duties

•        Perform other duties as assigned by the ERD Manager in support of IRC’s ERD strategy and organizational objectives.

8.       Working Environment

•        The position is based in Omdurman, Khartoum State, with regular travel to Khartoum, River Nile, and South Kordofan where IRC is implementing GCT interventions.

•        The role operates in a dynamic and sometimes volatile security environment; the ERD Officer is expected to comply fully with IRC security protocols and duty-of-care requirements.

Required Qualifications, Experience & Skills

•        University degree

•        At least two years of work experience; one year of previous NGO experience is preferred.

•        Solid knowledge and understanding of the Sudan context.

•        Organized, detailed oriented, and proactive.

•        Team player and good communication skills

•        Strong computer competency with word processing, spreadsheets, databases, & other IT skills.

•        Possess leadership qualities and willingness to exercise initiative.

•        Willingness to travel regularly to field sites.

•        English and Arabic are required.
