The Position:
The Monitoring and Evaluation Analyst will work in close coordination with the programme team in the country office and the sub offices. The position will provide extensive support to the Office in CO Planning, Monitoring and results based reporting activities as prioritized in the country programme document. This would include designing extensive information management and data collection tools using interactive platforms.
The position will report directly to the Monitoring and Evaluation Specialist.

Job Purpose:
Under the direct supervision of the Monitoring and Evaluation Specialist, the M & E Analyst substantially contributes to the effective implementation of the UNFPA programme being implemented in Afghanistan. They provide overall technical assistance to the smooth and transparent continuation of the robust Results-Based Monitoring and Evaluation system and facilitates the UNFPA M & E Unit in data and evidence, planning, monitoring and reporting with evidence-based recommendations. They ensure completion, accuracy, reliability, and timeliness of the required data for evidence based programming.
Key Responsibilities:
Programme Planning
- Provide technical inputs for the development of theories of change of the programmes and projects counting the past, present and future contexts
- Provide coordination and facilitation support in the development of quality M&E frameworks including the costed monitoring and evaluation plan of the country programme
- Provide relevant inputs to the formulation of United Nations Framework, more specifically common country analysis, strategic prioritization, theory of change, results framework and joint work plans
- Provide inputs to develop annual and multiyear results plans
- Support developing work plans to operationalise the results
- Provide inputs for developing field monitoring plans and quality assurance processes
- Promote the use of evaluation results for evidenced-based planning and programming
Programme Monitoring and Evaluation
- Develop a monitoring plan to support the systematic monitoring of the country programme document.
- Design a robust Monitoring and evaluation system based on the Health Management Information System/ Demographic Health Information System.
- Create/ or contextualized standard data collection tools for the M & E activities as required.
- Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UNFPA Strategic Plan
- Provide inputs to conduct the annual reviews of the projects and programmes
- Provide inputs to implementation of the midterm reviews of the projects and programmes
- Provide inputs for monitoring work plans in collaboration with programme staff
- Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations
- Support collecting and analyzing data and evidence including higher-level indicators and oversee regular data quality checks
- Active participation and provide relevant inputs for joint united nations joint results groups and other joint monitoring mechanisms
- Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring.
- Design a Dashboard using Microsoft Power BI or similar platforms for deeper analysis at the output and outcome level
- Ensure routine data Collection, Data Analysis and timely monitoring of the plan activities.
Results Reporting
- Collect quality quantitative and qualitative data
- Compile and analyze data for projects and present analytical reports to inform reporting and decision making
- Develop quality results reports and support communicating results for both internal and external audiences in close collaboration with communication staff
- Provide required results and data for producing external report such as United Nations Framework
- Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes
Perform any other duties as may be assigned by the supervisor or designated authority.
Qualifications and Experience
Education:
Advanced university degree in development studies, sociology and/or other related social science fields is required.
Knowledge and Experience:
- Prior professional experience in planning, designing and management of humanitarian programmes is required.
- Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks in development and humanitarian settings is required.
- Good knowledge of SRH and GBV issues, with working experience in data collection, management and analysis is required.
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies is required.
- Demonstrated organizational skills: the ability to work independently and productively with multiple stakeholders in a fast-paced environment is required.
- Proficiency in current office software applications is required.
- Ability to organize work effectively and to meet planned deadlines is required.
- Familiarity with the UN and its policies and principles will be an advantage.
Languages:
Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
