ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Command Group provides general support, coordination, management, administrative service and specialist advice to SACT, DSACT and COS.
Chief of Staff (COS) is responsible to SACT and DSACT for the staff activity necessary to execute ACT’s mission. It is the focal point for the implementation of the Commander’s direction and guidance as well as the initiation and co-ordination of all ACT staff efforts.
The Staff Advisory Group (SAG) is comprised of different competencies grouped into several offices (Political Advisor, Legal Advisor, Gender Advisor, Financial Controller, Command Auditor, Communication Branch and Pentagon Liaison). It works under the direction and guidance of COS and provides general staff support, coordination, management, administrative service, and specialists’ advice to SACT.
As part of the Staff Advisory Group, the Office of Budget and Finance (BUDFIN) is the executive agent for ACT in all matters of budget and finance policy and execution. Responsibility includes all matters pertaining to Budget and Finance at HQ SACT, JALLC, JWC, JFTC, JATEC and subordinate SACT elements (STRE and SEE).
The Staff Officer Finance Short Term Planning is responsible for the development of ACT budget policy and short/medium/long range financial planning. Develops and prepares the ACT Annual Budget Estimates and Financial Data for the ACT Military Plan in coordination with the Strategic Management Branch ensuring coherence across all programmatic elements. Develops and prepares the Communications Information Systems (CIS) Entity and Programme of Work Requirements for screening by the Working Group of National Technical Experts (WGNTE) and the IS NOR in coordination with ACT and NCI Agency stakeholders. Supports the ACT Financial Controller and ACT Budget Officer in the execution of their duties.
Principal Duties:
- Assist the Budget Officer in performing assigned functions and assume those responsibilities in the former’s absence.
- Develops ACT Annual Military Budget and ICT guidance in accordance with Direction and Guidance (D&G) received from NATO HQ higher authorities.
- Develops, Screens, Analyses, and Consolidates ACT Entity and Programmes of Work (POW) for the Military Budget including all exhibits and justifications in accordance with NATO HQ Strategic and Budgetary D&G for the Budget Book Submissions.

As part of the Budget Book Submissions, prepares and consolidates all Military Budget Programme Data Sheets by Common Funded Capability Framework (CFCF) to ensure coherence with D&G.
Coordinates with STRATMAN to ensure submissions are in accordance with ACT Strategic Vision and within NATO Contribution Ceilings. - Coordinates actions in resultant prioritisations of Consolidated NMA Impact Statements (CNIS) for the Five Year Medium Term Resource Plan (MTRP).
- Manage development and review of all ICT Entity and Programme of Work requirements for screening by Working Group of National Technical Experts (WGNTE) and IS NOR for coherence and continuity with the final ACT Military Budget Submissions.
- Maintain and provide access to all Financial Planning data and supporting documentation connected with the ACT Military Budget Estimates.
- Represents the ACT Financial Controller and Budget Officer at the NATO HQ screening of the ACT Military Budget Submissions.
- Serves as the Budget section liaison to ACT Legal and handles all budget inquiries related to MOUs/MOAs.
- Budget Authority - Authority to execute Budget Transfers in accordance with NATO Financial Regulations up to EFL Level C
Essential Qualifications / Experience:
- University Degree in finance, accounting, business administration, economics, public administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Extensive experience in planning, programming, budgeting and executing resource allocations (comptrollership).
- Knowledge and/or experience working with international accounting and auditing standards. Knowledge and/or experience in public accounting, budgeting, banking or funds management.
- Ability to make oral presentations to an international audience formally or informally.
- Formal on-the-job training in finance, budgeting or accounting in an international environment
- Previous Staff experience at large HQ, Joint Command, NATO HQ or MOD is required. Wide experience in office communication and information systems. High level of organizational, coordination and communication skills.
- Advanced capability in managing and analyzing large, multi source datasets using Excel (Power Query, Power Pivot), including data integration, transformation, validation and quality assurance.
- Proven ability to translate complex financial and programme data into clear, decision focused executive level analysis, insights, reports and dashboards for senior military and civilian leadership.

Desirable Qualifications / Experience:
- Experience in international organization financial operations.
- Practical knowledge of military organization missions, functions, and operations.
- Experience in purchasing and contracting.
- Familiarization with the Oracle Financial/Planning applications.
- Knowledge and/or experience in public accounting, budgeting, banking or funds management.
- Graduate degree in related field.
- Business experience outside the continental United States that uses foreign currencies.

Must be able to coordinate effectively with military and civilian personnel from OR-4 up to OF-8. Must be able to represent SACT and SEE Footprint to professional organizations and representatives of other nations as a finance professional. The Staff Officer (Finance - Short Term Planning) will interact with BUDFIN personnel across ACT, including subordinate commands (JALLC, JATEC, JFTC JWC), and external NATO organizations to discuss business processes and budget development requirements. Discussions can include Bi-SC agreements, funding shortfalls, RRIS requirements and NMA SPOs, goal, objectives and priorities at various organizations. The Staff Officer (Finance - Short Term Planning) is expected to contribute to these discussions with the goal of improving business practices within SACT.
Contribution To Objectives: - The incumbent is a key contributor to ACT budget formulation, execution, and policy development. The success of the Headquarters and the Financial Controller directly relies on the successful execution of NATO policies, procedures, guidance and Bi-SC directives to ensure that the limited resources entrusted to ACT are applied to the highest goals, priorities and objectives of the ACT Commander and NMA SPOs. The ability to accomplish the Commands’ goals, objectives and priorities rests with the ability of the Financial Controller and his staff to execute its mission in the most efficient manner possible. The Staff Officer (Finance - Short Term Planning) actions provide the Financial Controller with confidence that the business processes that are in place are effective and operating as intended, or that additional attention is required to ensure the safeguarding the Nation’s financial interests is accomplished
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
