The HMA Information Management (IM) Officer position will be created under the Humanitarian Disarmament and Peacebuilding sector for the BRIDGE project (Building Resilience through Integrated Services for Displaced and Host Communities in Greater Libya, Enhancing Well-being), funded by the Italian Agency for Development Cooperation (Agenzia Italiana per la Cooperazione allo Sviluppo - AICS). The project is being implemented in partnership with INTERSOS (Lead agency) and WeWorld.
The HMA IM Officer will be responsible for managing, analysing, and sharing information related to DRC-HMA project activities and DRC's population of concern, with the aim of providing reliable, high-quality, and comprehensive information that supports evidence-based humanitarian response. The officer will also manage the Information Management System for Mine Action (IMSMA) databases, including data collection, data entry, reporting, and data archiving. The HMA IM Officer will coordinate with DRC field and programme staff to support all information management and monitoring requirements.
Your main duties and responsibilities will be:
Data management and analysis:
- Ensure effective data management by developing data collection tools and methodologies with the Project Manager and team, and by designing and managing database systems for data management and analysis.
- Ensure availability of updated, quality information for informed decision-making by identifying relevant variables, analysing and interpreting multiple datasets, and identifying trends and patterns in protection issues and humanitarian needs affecting DRC's populations of concern.
- Maintain and manage the HDP sector database: conduct data entry and data validation.
- Support coding of online data collection tools (Survey123, KoboToolbox, Microsoft Power Platform, and similar).
- Perform weekly data quality checks of the database, reporting any issues and changes to the Project Manager and HDP Coordinator; identify missing data and follow up with the HMA Project Manager and EORE Team Lead.
- Regularly check data accuracy and update records accordingly.
- Ensure the Explosive Ordnance (EO) casualties database is regularly updated.
- Manage data collection forms and keep them current.
- In line with HDP's Information Management SOP, maintain all data protection and confidentiality protocols.
Information dissemination:
- Provide information deliverables such as reports, charts, and infographics by converting data into graphic products to facilitate dissemination to external stakeholders for internal and external reporting, information sharing, and advocacy.
- Design and propose layouts for reporting and presentation templates using graphic design programs, ensuring the attractiveness and clarity of information deliverables (reports, views, spreadsheets, charts, graphs, data dashboards).
- Contribute to the development and implementation of a dissemination plan for all information products, including defining standard operating procedures for clearing information products for release.
- Support monitoring activities, including Quality Management (QA/QC) and evaluation reporting.
- Support the development of geographical information systems (GIS).
Technical support:
- Support the HMA Project Manager and EORE Team Lead in the technical application of the database when data entry is undertaken by project staff.
- Support sector teams with technical difficulties or questions regarding the database and IM in general; provide in-house internal training courses to project staff and local partners as needed on the use of the IMSMA database.
- May have technical line responsibilities, generally on IMSMA technical or operational matters.
- Apply data programme techniques and procedures.
Information management strategy and standards:
- Contribute to the revision and development of HDP's IM SOPs and strategy by reviewing information needs and gaps, evaluating current HMA IM-related processes and tools, and drafting an information collection and management plan in support of HDP operations.
- Ensure compliance of HDP IM systems and processes with applicable HDP Global SOP and national standards and guidelines related to IM and data protection, including Protection Information Management (PIM) standards and principles and DRC's internal guidelines.
- Carry out any other relevant duties as requested by the line manager.
About you
To be successful in this role we expect you to have at least 2-year experience in database management (creating new data structures/tables, querying and creating reports).
Moreover, we also expect the following:
Required
- Good database skills with a moderate understanding of SQL.
- Advanced knowledge of MS Office, particularly in MS Access, Excel (Power Query, Power Pivot, basic DAX, basic SQL), Microsoft Power Platform.
- Technical knowledge of network and PC hardware.
- Bachelor's or master's degree in computer science or a similar technical field, and/or experience in database maintenance and database administration.
- Fluency in written and spoken Arabic.
- Fluency in written and spoken English.
Desirabe
- Knowledge of IMSMA software
- Knowledge of GIS software
