BACKGROUND

Un Ponte Per (UPP) is an Italian NGO operating in Lebanon since 2001 and officially registered in the country since 2009. UPP works across multiple sectors including emergency response, protection, education, livelihoods, and social cohesion.

Under the STANCE project, funded by AICS and implemented in partnership with Amel Association International, UPP aims to improve protection conditions, psychosocial wellbeing, access to healthcare, and basic assistance for internally displaced populations (IDPs) and vulnerable host communities affected by the ongoing escalation in Lebanon.

The intervention targets IDPs residing both inside and outside collective shelters across Beirut-Mount Lebanon, South Lebanon, and Beqaa through integrated emergency health, protection, psychosocial support, and non-food item (NFI) assistance

 

PURPOSE OF THE POSITION

 

The Project Manager will lead the overall implementation, coordination, monitoring, and quality assurance of the STANCE project, ensuring timely and effective delivery of activities in compliance with donor regulations, humanitarian standards, and UPP internal procedures.

 

The Project Manager will oversee emergency response activities related to health, protection, psychosocial support, outreach, shelter support, and distribution of humanitarian assistance, while ensuring strong coordination with partners, local authorities, clusters, and humanitarian actors.

 

KEY RESPONSIBILITIES

 

Programme Management and Coordination

  • Lead the overall implementation of the STANCE project in accordance with approved proposal, workplan, timeline, and budget.
  • Ensure effective coordination between UPP, Amel Association International, local authorities, and relevant humanitarian coordination mechanisms.
  • Develop and regularly update detailed implementation plans and activity schedules.
  • Monitor project progress against indicators, targets, and deliverables.
  • Ensure integration and complementarity between health, protection, psychosocial support, and NFI activities.
  • Coordinate emergency response activities in collective shelters and community settings.
  • Ensure proper beneficiary targeting according to vulnerability criteria and humanitarian principles.

Technical Oversight

  • Supervise implementation of:
    • Distribution of hygiene kits, dignity kits, and NFIs;
    • Shelter safety interventions;
    • Mobile medical and home-care services;
    • Psychosocial support and recreational activities;
    • Outreach and referral services;
    • Community awareness and protection activities.
  • Ensure activities comply with Sphere Standards, Protection Principles, CHS, AAP commitments, and sector guidelines.
  • Support adaptation of interventions according to evolving emergency context and operational needs.

Monitoring, Evaluation, Accountability and Reporting (MEAL)

  • Ensure timely collection and validation of project data and indicators.
  • Oversee activity tracking, beneficiary databases, and supporting documentation.
  • Coordinate with MEAL staff to ensure monitoring systems, PDMs, assessments, and reporting tools are functional and updated.
  • Ensure implementation of beneficiary feedback and complaint mechanisms.
  • Prepare high-quality internal and donor reports in coordination with programme and MEAL teams.
  • Document lessons learned, challenges, success stories, and best practices.

Financial and Operational Management

  • Monitor project expenditures and budget utilization in coordination with finance staff.
  • Ensure procurement and logistics processes comply with donor and organizational procedures.
  • Review spending forecasts and support budget revisions where required.
  • Ensure all project documentation and supporting files are complete and audit compliant.
  • Monitor use and distribution of project assets and supplies.

Human Resources and Team Management

  • Supervise project staff, consultants, volunteers, and field teams involved in implementation.
  • Conduct regular coordination meetings and ensure effective communication among teams.
  • Support staff capacity building and ensure adherence to organizational policies and safeguarding standards.
  • Promote teamwork, accountability, and staff wellbeing in emergency settings.

Representation and External Coordination

  • Represent UPP in meetings with:
    • MoSA;
    • DRM;
    • Health, Protection and WASH sectors/clusters;
    • Municipalities;
    • UN agencies;
    • NGOs and humanitarian coordination forums.
  • Strengthen coordination and complementarity with humanitarian actors operating in the same areas.
  • Support visibility and communication actions related to the project.

 

REQUIREMENTS AND QUALIFICATIONS

 

Essential

 

·        Minimum 5 years of relevant professional experience in humanitarian or emergency response programming, including management of multi-sector projects in Lebanon.

·        Previous experience managing institutional donor-funded projects (AICS, ECHO, UN agencies, EU, or similar donors).

·        Strong experience in project cycle management, coordination with humanitarian actors and local authorities, and supervision of multidisciplinary teams.

·        Excellent command of English and good command of Arabic.

 

Desirable

 

·        Previous experience working with Italian NGOs and/or within AICS-funded projects.

·        Experience in displacement response, protection, psychosocial support, health, or NFI/shelter interventions..

·        Knowledge of Italian is considered an asset.

 

 

UPP requires criminal background check certificate (released max 3 months before the date of job offer) to confirm a job offer. We are aware that in some countries the release of criminal background certificate by the competent authorities might require several weeks. However, UPP runs selections to deploy staff in emergency programs and time-lapse between job offer and field deployment is often very short. Thus, we kindly ask all candidates to get prepared on time and be able to submit their certificate promptly in case of success in the selection.
