BACKGROUND

GGGI's program in the Pacific supports green growth and climate action across different sectors in five GGGI members countries - Fiji, Kiribati, Papua New Guinea, Tonga, Solomon Islands and Vanuatu - as well as other partner countries in the Pacific. GGGI is currently co-executing the “Enhancing Electric Vehicle Mobility and Integration in Fiji’s Land Transport Sector (EMoFi)” Project with the Ministry of Public Works, Meteorological Services & Transport (MPWMST).

The project is supported by the United Nations Environment Programme (UNEP) as the Global Environment Facility (GEF) implementing agency. This four-year project aims to accelerate the development of an enabling environment for introduction and upscaling of e-mobility in Fiji to reduce land transport emissions and support the transition to a sustainable, low-carbon transport system.

Key components of the E-Mobility portfolio include:

  • Strengthening enabling conditions through improved policies, regulatory frameworks, and enhanced inter-sectoral coordination within government;
  • Developing and implementing integrated Non-Motorized Transport strategies and public transport strategies to guide a coordinated shift toward low-carbon, inclusive, and safe urban mobility;
  • Generating practical experience to demonstrate the technical and financial feasibility of electric vehicles;
  • Building human and institutional capacities among policymakers, service providers, and financial institutions to support effective implementation of the transition; and
  • Conducting awareness-raising and capacity-building activities to support increased uptake of electric vehicles and sustainable transport actions.

 

POSITION SUMMARY

The Sustainable Transport and Coordination Senior Associate will support the effective delivery of the Fiji E-Mobility Project by combining technical inputs on sustainable transport with day-to-day project management and coordination. The role will ensure smooth communication and follow-up with consultants, government counterparts, and stakeholders, organize and document meetings, track actions and reporting milestones, and support timely project reporting under the guidance of the Chief Technical Advisor (CTA). In parallel, the Senior Associate will contribute to technical delivery by supporting consultant oversight, organizing key project events, preparing technical briefings, and ensuring the quality of technical outputs within the agreed scope. The Senior Associate will report to the Chief Technical Advisor (CTA) and will be based at the offices of MPWMST working closely under the guidance of the National Project Director.

PURPOSE

Reporting to the CTA at GGGI, the role will lead the coordination of project management and technical aspects of the project to:

  • Contribute to the development technical standards, suited for Fiji’s context, for EVs, and EV supply equipment.
  • Contribute to the development of the end-of-life battery management policy, including assessment reports and decision matrices.
  • Support the analysis and implementation of the EV pilot in Fiji.
  • Support the adoption of identified policy instruments by relevant government entities.
  • In coordination with the consultants and firms contribute to the development of a NMT Strategy for Suva, E-Bike PPP models and public E-bus strategy along with action plans and associated communication and engagement materials.
  • Assist in the coordination and completion of capacity building trainings for government, civil society, technicians, mechanics and the private sector ensuring inclusion of female participants.
  • Support the design and implementation of gender-responsive trainings and awareness campaigns.

 

ENGAGEMENT
  • Serve as the primary local liaison between GGGI, the Government of Fiji, and other national stakeholders.
  • Provide support for project governance bodies by organizing meetings, documenting and disseminating proceedings and decisions, and maintaining comprehensive and timely project records.
  • Coordinate and support the delivery of technical outputs such as delivery of capacity building activities in collaboration with national/regional institutions, development of terms of references (TOR), stakeholder consultations and knowledge sharing activities. 
  • Conduct desk reviews and baseline assessments of the current transport sector, energy landscape, and relevant policies in Fiji.
  • Support the development of project documents and ToRs, including work plans, inception reports, policy and technical briefs.
  • Coordinate research, capacity building, data collection and logistical support activities between CTA, consultants, consultant firms and the government.
  • Provide logistical and administrative support for project activities within Fiji.
  • Ensure operational processes are compliant with GGGI and GEF/UNEP requirements, including documentation and reporting standards.

 

DELIVERY
  • Project Coordination & Communication:
    • Act as the primary point of contact for day-to-day project coordination.
    • Issue reminders to consultants, stakeholders, and partners; follow up on inputs and responses.
    • Draft invitations, meeting agendas, and track participation for project events, workshops, and Steering Committee meetings.
  • Meeting Management & Documentation:
    • Organize and document Project Steering Committee (PSC) and Technical Working Group (TWG) meetings.
    • Prepare and disseminate minutes, action points, and decisions within agreed timelines.
    • Maintain systematic records of all project-related correspondence and meeting notes.
  • Reporting Support:
    • Support the CTA in tracking project milestones, deliverables, and indicators.
    • Collect data, inputs, and evidence for progress reporting.
    • Draft progress reports (biannual, annual, and ad-hoc) in GEF/UNEP and GGGI formats for review by the CTA.
  • Contract & Deliverable Management:
    • Monitor consultant contracts and deliverables under all project components.
    • Ensure compliance with terms of reference and timelines.
    • Assist in quality assurance of deliverables and coordinate review processes.
  • Technical Support to CTA:
    • Conduct research on electric mobility, decarbonization policies, and sustainable transport best practices relevant to Fiji.
    • Prepare technical briefings, summaries, and inputs for project documents.
    • Support the development of End-of-life battery management policies including the Assessment Report and Decision matrix.
    • Prepare necessary documentation and support coordination activities for adoption of best policy instrument.
    • Support the completion of Technical Training for Mechanics.
    • Support quality assurance of technical reports, studies, and policy drafts within the senior associate’s expertise.
  • Gender Mainstreaming & Inclusion:
    • Support for formalization of the Women Taxi Driver Association.
    • Ensure gender-balanced representation in the Inter-Sectoral Coordination Platform and support gender-responsive trainings.
    • Integrate gender perspectives into the NMT Strategy and EV pilot.
    • Tailor training programs to include gender-awareness modules and encourage women’s participation.

 

REQUIREMENTS
Essential:
  • Education: Bachelor’s Degree in public policy, Transport Engineering, Economics, Environmental Science, Project Management, or a related field. A Masters will be considered an advantage.
  • Experience:
    • At least 4 years of combined experience in project coordination/management and sustainable transport/e-mobility in Fiji or the Pacific region.
    • Demonstrated experience working with multilateral agencies, international organizations, or donor-funded projects.
    • Proven track record in stakeholder engagement, meeting facilitation, and report drafting.
    • Experience in gender mainstreaming and social inclusion in transport or infrastructure projects.
  • Skills:
    • Excellent written and verbal communication skills in English.
    • Strong organizational skills and attention to detail.
    • Proficiency in MS Office (Word, Excel, PowerPoint) and virtual meeting platforms.
    • Ability to work independently and as part of a multidisciplinary team.
  • Must be a citizen of Fiji or legally authorized to work in Fiji.
Desirable:
  • Familiarity with GEF, UNEP, or GGGI project cycles and reporting requirements.
  • Knowledge of Fiji’s transport sector, policies, and institutional landscape.
  • Existing networks with government, private sector, and civil society stakeholders in Fiji.

  • Excellent communication skills, ability to communicate in a clear and simple way to a diverse audience
  • Proven project delivery experience, i.e. managing the delivery of results on time and on budget
  • Experience in Pacific/SIDs is a plus

WORKING CONDITIONS

The Senior Associate is an G7, national grade level in GGGI's salary scale. For G7 Fiji national grade, the base salary starts from USD 23,956. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
