Position Objective
The ERP Center of Excellence Senior Specialist is responsible for the institutional governance, optimization, and value realization of the Green Climate Fund ERP environment. This role ensures the effective, controlled, integrated, and cost-efficient operation of ERP modules, leads the definition and rollout of the Oracle AI roadmap, and provides functional oversight of Oracle license usage and cost management. Leading the cross-functional team composing the ERP Center of Excellence, this role ensures seamless end-to-end integration across functional areas, maintaining compliance throughout the entire process.

As part of the Operational Risk, Control and Excellence (ORCE) team, the role ensures that Oracle-enabled enterprise processes are executed efficiently, securely, and in compliance with GCF policies, internal controls, and fiduciary standards. It provides institutional ownership of ERP governance, drives continuous system and process improvement, and protects the value of GCF’s ERP and AI investments.

The role is responsible for:

  • Providing institutional ownership of Oracle ERP governance, ensuring alignment with GCF policies, internal controls, and fiduciary standards. 
  • Leading, defining and maintaining the Oracle CoE operating model, including governance forums, decision rights, and accountability mechanisms. 
  • Driving continuous improvement of Oracle-enabled business processes to strengthen efficiency, control, and user experience. 
  • Establishing and monitoring standards for ERP configuration, change control, release management, and documentation quality. 
  • Ensuring Oracle investments, including AI-enabled capabilities, deliver measurable business value and value-for-money outcomes. 
  • Identifying and mitigate operational, compliance, and technology risks related to Oracle platforms and integrations. 
  • Build strong cross functional collaboration with DIT and the Oracle HCM team on architecture, operations, and support priorities.
  • Lead cross-functional workshops and organize training for ERP users
  • Partner with business process owners across Procurement, Finance, Treasury and Department of people and culture to optimize end-to-end workflows
  • Act as the primary functional counterpart for Oracle-related matters across internal stakeholders and external service providers. 
  • Engage senior stakeholders on ERP, AI, and licensing implications, presenting options, trade-offs, and recommendations. 
  • Coordinate Oracle vendors and consulting partners to ensure delivery quality, governance compliance, and cost discipline. Track and measure the performance of the vendors
  • Promote user adoption and process discipline through communication, guidance, and targeted enablement activities. 
  • May lead and directly supervise a small team
  • Provide functional leadership and governance across Oracle ERP modules and cross-module dependencies. 
  • Lead the implementation roadmap for Oracle AI capabilities, ensuring business relevance, control, and scalability. 
  • Monitor and manage Oracle license utilization, contract compliance, and cost drivers, and recommend optimization actions. 
  • Serve as escalation point for complex ERP issues, leading root-cause analysis and resolution with technical and functional teams. 
  • Oversee integrations between Oracle and adjacent enterprise platforms, ensuring data integrity and reliable process execution. Including OIC-based custom solutions and custom Oracle PaaS modules. 
  • Ensure robust operational controls over transactions, master data, user access, and segregation of duties. 
  • Define and track service, quality, and value metrics for Oracle operations, enhancements, and partner performance. 

Requirements (Education, experience, technical competencies required of the job)

  • Master's degree in Information Systems, Business Administration, Finance, Accounting, Computer Science, or related field; a Bachelor's degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s degree.  CPA is a plus.
  • Minimum 11+ years of experience in ERP functional leadership, enterprise systems governance, or related roles. 
  • Demonstrated hands-on experience with Oracle ERP modules in finance and procurement domains. 
  • Experience establishing and operating an ERP Center of Excellence or similar governance model. 
  • Strong understanding of ERP controls, risk management, audit requirements, and compliance in regulated environments.
  • Proven experience managing software licensing, contract obligations, and optimization of enterprise software spend. 
  • Experience leading cross-functional transformation initiatives involving business process redesign and system improvement. 
  • Ability to translate complex technical and commercial considerations into clear business decisions for senior stakeholders. 
  • Experience managing external vendors, consulting partners, and service delivery performance. 
  • Familiarity with AI-enabled ERP capabilities and enterprise adoption considerations is desirable. 
  • Experience in international organizations, public sector, or climate finance contexts is desirable. 
  • Excellent communication, facilitation, and stakeholder management skills, with the ability to work effectively in a multicultural environment. 
  • Fluency in English.
