1. SUMMARY 


The Joint Intelligence and Security Division (JISD) has two main missions: to provide strategic intelligence to NATO HQ decision makers and to protect NATO’s personnel, information, and physical assets. JISD’s Intelligence pillar, comprised of both military and civilian personnel, is responsible for ensuring the situational awareness of the North Atlantic Council (NAC), the Military Committee (MC) and the senior-level decision-makers on strategic issues of concern. Its functional areas address intelligence analysis and production, intelligence policy, and intelligence capability development. JISD’s Security pillar is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters (HQ), its personnel, information, physical assets, and for the protection of the Secretary General.
Within the JISD’s Intelligence pillar, under the direction and guidance of the Head of the Cyber Threat Analysis Branch (CTAB), the incumbent will provide intelligence assessments on cyber-related topics related to the Middle East, and in particular Iran. This role will require coordination with a range of stakeholders, thorough research and critical analytical skills. The Senior Analyst’s required output will range from ad hoc deskside briefings and intelligence assessments related to emerging events, to longer term strategic analysis and collaboration within the NATO Intelligence Enterprise.

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must:
• possess a university degree, in the field of political science, international relations, security studies, statistics, data science, computer science or a related subject; 
• have 5 years in-depth experience in one of the following fields: cyber operations or analysis, intelligence collection or analysis, and/or data analytics; 
• have demonstrable expertise related to the issues in the region (Middle East);
• possess excellent communication skills and strong analytical capabilities, including the ability to explain complex situations in a clear and concise manner; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

The following would be considered an advantage:
• intelligence experience across a variety of geographic areas, particularly the Middle East;
• be able to adapt quickly to working in a fast-paced international environment with the confidence to manage senior leader expectations under pressure; and
• be acquainted with the structure, organisation and functions of the Alliance and NATO HQ.

3. MAIN ACCOUNTABILITIES


Expertise Development: Monitor fast moving threat situations in the Middle East. Select, analyse, and present issues of strategic concern to NATO to senior leadership in order to inform relevant and timely decision-making. Present complex and shifting threats in clear and concise terms to enable NATO leadership to mitigate risks and avoid strategic shock. Align drafting, reporting and briefing with committee agendas and other events. 

Knowledge Management: Determine region-related topics of strategic importance and immediate threats to NATO. Conduct research and analysis of Allied intelligence reporting to gather relevant threat information. Analyse and assess to provide Intelligence and Situational Awareness to NATO strategic leaders, in order to inform timely decision-making and threat mitigation.

Stakeholder Management: Communicate complex and shifting threat issues to NATO senior leadership. Manage demands for analysis and understanding from leaders under pressure, balancing demands with explanation of intelligence capability, insight and resources available. Provide relevant and timely intelligence to senior leadership, to support their awareness, understanding and decision-making. Manage stakeholder relations with Allied intelligence services and NATO Intelligence Enterprise interlocutors.

Representation of the Organization: Contribute to NATO representation by developing and communicating information supportive of NATO's interests. 
Perform any other related duty as assigned.

4. INTERRELATIONSHIPS


Reporting Line: The Senior Analyst, Middle East, will report to the Head of the Cyber Threat and Analysis Branch (CTAB).
Interactions: The incumbent will work closely with other JISD/IPU Analysts and NATO entities as required.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
