Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy is part of the Prepared for Recovery: Strengthening Livelihoods, Financial Protection, and Public Finance for Inclusive and Climate-Resilient Recovery (P4R) initiative, implemented by UNDRR in Albania, Uganda, and globally, with financial support from the Ministry for Economic Cooperation and Development of the Federal Republic of Germany (BMZ). This consultancy focuses on P4R activities in the Republic of Armenia. The project aims to enhance Armenia’s capacities to achieve faster, more inclusive, and climate-resilient recovery by strengthening recovery governance, embedding disaster- and climate-risk considerations into public financial systems, and improving the resilience and financial protection of livelihoods as well as micro, small, and medium-sized enterprises (MSMEs). This two-year initiative focuses on three mutually reinforcing areas deemed critical for resilient recovery: • Institutionalizing recovery governance and coordination before disasters occur; • Embedding risk-informed, disaster-responsive public financial management (PFM) into core fiscal systems; • Improving resilience and financial protection for livelihoods and MSMEs to support faster, more inclusive and gender-responsive recovery. The project will strengthen national capacities and systems for resilient recovery while generating practical insights, refined methodologies, and scalable tools that contribute to strengthened recovery systems at the national level. These insights and good practices will also feed into global learning platforms such as the International Recovery Platform (IRP), the G20 Working Group on DRR, and UNDRR’s Global and Regional Platforms for DRR, reinforcing both country readiness and the global architecture for resilient recovery. The consultant will be home-based and report to the Economic Affairs Officer of the UNDRR Regional Office for Europe and Central Asia, in close collaboration with the Programme Management Officer overseeing the Prepared for Recovery project in UNDRR’s Partnership Branch. Additionally, the consultant will support engagement with the UN Country Team and government counterparts in Armenia. This consultancy will support the implementation of strengthening public financial management systems for recovery component of the P4R initiative in Armenia. Through engagement with relevant stakeholders and provision of technical support, the consultant will analyze, assess PFM for recovery, linking to the project work on recovery readiness as part of the project implementation activities. The consultant will lead activities under the project area on “embedding risk-informed, disaster-responsive PFM into core fiscal systems”, including: Key responsibilities of the consultant include: 1. Work planning and stakeholder engagement a. Conduct meetings with project team b. Develop consultancy work plan, including plans for stakeholder engagement c. Organize inception calls with Ministry of Finance and central finance agencies to introduce the project and timeframe 2. Analysis of PFM systems for recovery a. Collect existing analysis and documentation on Armenia’s PFM system and financing of recovery, including previous PFM assessments conducted b. Organize and conduct interviews with key stakeholders (e.g., Ministry of Finance officials, audit offices, treasury departments as well as procurement officers and budget and planning officials of relevant line ministries) using the UNDRR PFM for recovery assessment guidance c. Analyze national PFM system for recovery according to the five domains outlined in the PFM for recovery assessment guidance (note: domain 5 on recovery governance will be conducted with support of the Recovery Governance Expert). Include schematic diagrams of recovery financing pathways in Armenia, highlighting gaps and weaknesses d. Synthesize findings into a draft report, highlighting priority institutional and capacity gaps, policy and regulatory reform needs, system and process improvements as well as means to strengthen recovery through the application of layered financial instruments e. Collect feedback and finalize analysis, and support its validation in a meeting with the Ministry of Finance f. Feed assessment findings into the National Recovery Readiness Roadmap, developed under the coordination of the Recovery Governance Expert

Qualifications/special skills

An advanced university degree in economics, public finance, disaster risk management, development, business administration, public policy, management or the relevant field is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree. A minimum of 5 years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Experience working on public financial management or domestic financing systems is required. Experience in written and oral communication is required. Experience in research on disaster risk reduction related topic is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in English and Armenian E are required.
