Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organizational context

The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of three units: the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit (PU), which provides value for money goods and services required by all Organs of the Court; and the Logistics, Travel and Transport Unit (LTTU), which provides distribution, supply chain services, fleet management, and shipping at  HQ and field locations, local transportation, mail operations and archiving at HQ; the LTTU is also responsible to provide all official travel of the ICC, related visa services, resident permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation. LTTU is also responsible for the Courts Commercial insurance contract.

The Head of Logistics, Travel and Transport reports directly to the Chief of General Services Section.

Duties and Responsibilities

Under the direct supervision of the Chief, General Services Section, the incumbent will perform the following duties:

  • Be responsible for operations and management of LTTU - supervising and steering the performance of the logistics, travel and transport personnel, setting goals and conducting periodic regular evaluations.

  • Provide LTTU services to all Court locations based on client demand, reporting as required to the Chief GSS. This includes overseeing the procurement, management, and liaison with all relevant LTTU contractors to ensure timely, efficient, and client‑focused service delivery.

  • Develop and update SOPs and contribute to AIs for travel, logistics, and transport operations.

  • Prepare and provide inputs for accurate budget estimates, review and approve expenditures to ensure alignment with planned activities and objectives including travel budget.

  • Collaborate with PU and administer the tender process for travel, supplies and Commercial insurance contracts, safeguarding appropriate, cost-effective and competitive pricing as well as  coverage for assets, property, staff and fleet.

  • Administer and manage all contracts with all travel, insurance, supplies and logistics service providers, ensuring they meet organizational needs and are cost-effective.

  • Be responsible for the annual property physical inventories, ensuring accurate records, reporting and timely updates of asset status in all locations including Country Offices of the Court.

  • Develop and implement systems to track the lifecycle of assets, ensuring proper maintenance, replacement, or disposal.

  • Serve as Secretary of Property Survey Board and Claims Board, preparing and presenting analysis of cases and making proposals on cases and procedures.

  • Identify training needs and facilitate the development of staff to maintain high service standards.

  • Provides the efficient and safe management of the transportation fleet, meeting operational and safety standards.

Essential Qualifications

Education:

An advanced university degree (Masters or equivalent) in Business administration, Logistics management or supply chain management is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

Seven years of progressive responsible experience in Logistics, Travel and/or Transport operations is required.

Experience in developing and implementing policies and standards of operations (SOP) is required.

Demonstrated experience of team management is required.

Working experience with ERP systems, preferably SAP, is required.

Knowledge, skills, and abilities

  • Technical Certification such as Supply Chain Operations Reference for Professional (SCOR-P) or CIPS is desirable.

  • Knowledge of Travel booking systems is desirable.

  • Ability to establish and maintain effective working relationships in a multicultural and multi ethnic environment.

  • Ability to develop clear goals, identify priorities, and allocate resources effectively.

  • Ability to take ownership of responsibilities and delivers outputs within prescribed standards.

  • Ability to convey complex information clearly and persuasively.

  • Ability to anticipates client needs and ensures quality service delivery.

Knowledge of languages

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
 

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
