Organizational Setting

FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) Project. The Project aims to address increased resilience and enhanced livelihoods, health, wellbeing, food and water security of the most vulnerable people, communities and regions. Expected results include resilience of ecosystems, ecosystem services, infrastructure and the built environment to climate change threats as well as reduced emissions from land use, reforestation, reduced deforestation through sustainable forest management and conservation of forest stocks.
The project will scale up adaptation measures that have been proven in a number of countries in West Africa, and in similar contexts, with a particular focus on climate-proofing fisheries infrastructure and on value chain segments dominated by women (fish handling and processing). The project will promote the adoption of aquaculture technologies and support the strengthening of the enabling environment for Gambian fisheries and promote a stronger engagement of the private sector.


Reporting Lines

Under the overall supervision of the FAOR and the technical supervision of the AFAOR:Programme, and an LTO the Monitoring and Evaluation Officer will work with the M& E Team to advise the Project Coordination Unit (PCU) on the design and establishment of a Monitoring and Evaluation (M&E) System for PROREFISH GAMBIA to record progress in meeting goals, assessing results, and facilitating the systematization of experiences.


Technical Focus

The M&E Specialist will contribute technical expertise across a range of assignments, ranging from leading, managing to supporting monitoring and evaluation activities.


Tasks and responsibilities

Analysis and Coordination of Gender related activities

• Monitor the progress of both pipeline and ongoing projects at country level and prepare monthly/annual/mandatory reports and briefs according to pre-established formats.
• Identify projects/programmes facing problems and draw them to the attention of responsible officers/units concerned and follow up with the Budget Holder on projects/programmes.
• Contribute to programme development (including identification and alignment of projects/programmes in the country relevant to PROREFISH Gambia) in accordance with the FAO’s Project Cycle, relevant procedures and in conformity with relevant CPF, country priorities and Strategic Framework.
• Act as focal point, oversee and coordinate the collection and storage of information and documents related to monitoring and evaluation of results.
• Ensure that programme and project concept notes and proposals emphasize the logical/results framework.
• Develop Terms of Reference (ToR) for project evaluation and coordinate evaluation process as per the project document; liaise with partners (cluster, government, implementing partners, donors) on M&E related issues.
• Coordinate data collection for the Corporate Outcome and Output monitoring in collaboration with the SFW, RAF and HQ.
• Participate in the Cooperation Framework (CF) or in the United Nations SD Cooperation Framework (UNSDCF) M&E Working Group
• Design standard result-oriented M&E tools (survey questionnaires, data collection and consolidation tools, etc.), methods and techniques for monitoring the overall programme and individual projects (development, resilience and emergency).
• Monitor the progress and results of the resilience projects using resilience measurement tools including the Resilience Index Measurement and Analysis (RIMA);
• Develop and implements M&E capacity building trainings, with a special emphasis on the results-based management for FAO personnel, government and implementing partners.

Minimum Requirements

• Advanced university degree in Agricultural Economics, Biometry, Economics, or related subject
• A minimum of five years of technical experience in agriculture, rural development, fisheries, food and nutrition security or other related fields, of which at least three years of experience in collaborating with research centres, government institutions, or rural development projects for the implementation of M&E Systems
• Working knowledge of English
• National of Gambia

Technical/Functional Skills

• Experience in the formulation and implementation and evaluation of projects and programmes for natural resources management, rural development is desirable

• Proven capacity to work and establish working relationships with government and non-government representatives
• Ability to apply M & E Tools and methodologies.
• Fluency in written and spoken English and any of the major local languages spoken in the Gambia
• Familiarity with the Gambian context is an advantage


Selection Criteria

• Experience in working with/or in government departments, national and international NGOs and other UN Agencies is desirable.
• Experience in the implementation of methodologies for monitoring and assessing projects financed with international cooperation resources in sustainable management of natural resources.
• Knowledge and use of computer systems for the development of M&E Tools.
