Context
This project supports UNICEF’s WASH response in Aleppo and/or Idleb Governorates, Syria, aiming to ensure equitable access to safe water, sanitation, and hygiene services for crisis affected populations, while strengthening emergency preparedness and response. Implemented in close coordination with local authorities, WASH Sector partners, national NGOs, community representatives, and UN agencies, the project focuses on evidence based planning, sound financial and supply management, monitoring and reporting, and integration of gender and equity considerations across all interventions. Expected outcomes include improved continuity and quality of WASH services, more efficient use of resources, strengthened local capacity, and timely delivery of life saving assistance in both transition/development and emergency contexts, contributing directly to SDG 6 and UNICEF’s country programme priorities in Syria.
Task description
Within the delegated authority and under the supervision of WASH Officer or his/her designated mandated representative(s), the UNV WASH Officer will:
• Ensure the availability of accurate, complete and up-to-date information required for effective WASH programme and project design, implementation, management, monitoring and evaluation. Draft sound WASH programme budgets for review by the supervisor including steps to enhance emergency preparedness and response.
• Enhance programme efficiency and effectiveness through evidence-based approach and implementation follow-up, including monitoring UNICEF inputs, local conditions and resources, flow of supply, non-supply and emergency assistance and WASH programme status.
• Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and that data is consistent with the programme information and database (e.g., FLS, SAP). Follow up on queries or initiate corrective action on discrepancies. Collaborate with Monitoring & Evaluation office on maintaining a gender & equity focus in WASH data collection and reporting.
• Analyse collected data and information and prepare progress reports; draft changes in WASH project work plans and assist in identification of required supplies and equipment (for both development and emergency orientated activities)
• Assist in preparing of technical studies, including designs and budgets, as requested.
• Program documentation of technical information, including financial, administrative and supply
• Follow-up on queries and initiate corrective action when required
• Support in communication and networking with counterparts on project implementation status and progress
• Support NOBs in technical tasks development and/or as needed,
