The consultant will: • Design and systematize the visual identity of the website, including colour palette, typography, icons, graphic elements and mock-ups for desktop and mobile views, ensuring alignment with UNEP and UN Decade on Ecosystem Restoration branding guidelines. • Develop graphic and audiovisual materials for the website, including infographics, data visualizations, flowcharts and videos that present the content, tools and key messages of the Restoration Investment Plan in a clear, accessible and visually attractive manner. • Ensure that all visual and communication materials incorporate inclusive language, a gender perspective and equitable representation of women and men, in line with UNEP standards. • Design, develop, test and launch a responsive, accessible and bilingual website in Spanish and English, structured through a content management system that enables the Project team to update content autonomously. • Configure and integrate interactive tools, plug-ins and data visualizations, including maps, financing architecture, stakeholder networks, instructional videos and other visual resources linked to the Investment Plan. • Ensure the functionality, usability, cross-browser compatibility, loading speed, accessibility and security of the website prior to launch. • Configure web analytics tools to monitor website traffic, reach and performance, and provide relevant information to the Project team. • Carry out technical maintenance of the website, including CMS, plugins and component updates, backups, spam protection, malware prevention, SSL configuration, secure administrator access and restricted user permissions. • Ensure domain and hosting continuity for a sixty-month period, maintaining the website online, operational and publicly accessible. • Prepare and submit the required technical documentation, user manual, source code, access credentials, inventory of digital assets and other relevant materials for the formal hand-over to UNEP LACO. • Coordinate regularly with the UNEP Programme Management Officer for REDD+ in Latin America and the Caribbean and the Project team to ensure that all outputs respond to the agreed technical, communication and institutional requirements. • Ensure timely delivery of all products, incorporating comments and revisions requested by UNEP prior to final approval. The consultant will be responsible for the following duties: The Graphic Designer, Web Developer and Webmaster consultant will facilitate UNEP LACO in the design, development, launch, maintenance and hand-over of an interactive web platform for the Restoration Investment Plan for Productive Landscapes in the Dry Corridor and Arid Zones of the SICA Countries. The consultancy will contribute to improving the accessibility, visualization, dissemination and practical use of the Investment Plan by national governments, donors, private sector actors, civil society organizations and local communities. The assignment will include the development of the website’s visual identity, graphic and audiovisual materials, bilingual web architecture, interactive tools, CMS configuration, technical documentation, hosting continuity, website maintenance and formal hand-over to UNEP LACO, in line with UNEP branding, accessibility, communication, data protection and gender equality standards. Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The project “Promoting the restoration of productive ecosystems in the Central American Dry Corridor” is a Flagship Initiative of the United Nations Decade on Ecosystem Restoration 2021–2030. The financing component, directly implemented by UNEP, focuses on the formulation of the “Investment Plan for the Restoration of Productive Landscapes in the Dry Corridor and Arid Zones of the SICA Countries” (hereinafter, the “Investment Plan”). The Investment Plan articulates the financial strategy, prioritized restoration actions, estimated costs, financing architecture, and the monitoring, evaluation and learning indicators needed to scale up productive restoration at the regional level. Its purpose is to serve as a practical tool for the countries covered by the project to mobilize public and private resources for the restoration of degraded productive landscapes, based on practical experiences in the pilot countries (El Salvador, Guatemala and Honduras). In order to maximize its usefulness, outreach and practical value for national governments, donors, the private sector, civil society organizations and local communities, the UNEP Project team seeks to develop and maintain an interactive, dynamic and accessible web platform that structures, visualizes and disseminates the contents of the Investment Plan in an organized, attractive and functional manner. This platform is expected to become the Investment Plan’s main digital communication and outreach tool, facilitating resource mobilization and the replication of the model in other territories. This consultancy will integrate three types of products related to: (i) graphic design of the Investment Plan’s tools and visual identity of the website; (ii) website programming and development (front-end and back-end); and (iii) ongoing website administration (webmaster) and server management. The website architecture should streamline maintenance and iterative updates, enabling the Project team to update content autonomously while ensuring long-term operational sustainability. In line with UNEP’s gender policy, the platform design should incorporate inclusive language, a gender perspective, and equitable representation of women and men in visual materials. The consultant will work under the direct supervision of the UNEP Programme Management Officer for REDD+ in Latin America and the Caribbean Office and will work from home, in coordination with the project team. The ultimate result of the consultancy is a fully designed, developed, tested, launched and operational web platform for the Restoration Investment Plan, including its visual identity, graphic materials, interactive tools, technical documentation, source code, CMS access and handover package, in accordance with UNEP branding, accessibility and communication standards. For such, the consultancy includes the delivery of the following Products: Product No. 1: A document systematising a package of the following proposals and graphic pieces: 1.1. Document with a Proposal of the visual identity of the website (color palette, typography, icons, and graphic elements), aligned with UNEP and the UN Decade on Ecosystem Restoration branding guidelines, including mock-ups of the main desktop and mobile views. 1.2. At least eleven (11) infographics, data visualizations flowcharts and/or other graphic materials illustrating the content and key tools of the Restoration Investment Plan, incorporating a gender perspective and equitable representation in the visual materials. Infographics may require minor modifications throughout the duration of the contract. 1.3. At least five (5) videos of no more than five minutes each edited or created to be included on the website. Product No. 2: Operational website with a User Manual detailing the following information 2.1. Description of the website architecture with a responsive, accessible, and bilingual design architecture (Spanish/English), implementing the thematic sections of the Investment Plan through a content management system (CMS) that enables the Project team to update content autonomously. 2.2. Description of the interactive plug-ins and data visualizations (such as maps of prioritized areas, financing architecture, stakeholder networks, instructional videos and/or visual pieces developed in Product 1) linked to the different tools, indicators, and results of the Restoration Investment Plan. 2.3. Explanation of the functionality, cross-browser compatibility, loading speed, and security tests run; including the web analytics tools applied to monitor traffic and the platform’s reach. 2.4. Information about access credential, full source code and other relevant technical documentation and information for the website hand-over. Product No. 3: Report document on the website hosting, domain continuity, maintenance, and formal hand-over report detailing the following information 3.1. Evidence of domain and hosting payment for a sixty-month (60) period, ensuring the continuous availability of the website. 3.2. Summary of the measures implemented to keep the website online, operational, and publicly accessible, including basic technical maintenance, updates, backups, and cybersecurity measures. 3.3. Information on website availability, traffic metrics, resolved incidents, updates implemented, and server status. 3.4. Confirmation of the formal hand-over to UNEP LACO, including access credentials, source code, CMS administrator access, inventory of digital assets, technical documentation, and hosting continuity arrangements.

Qualifications/special skills

ACADEMIC: ● Bachelor university degree in Graphic Design or Web Design or Systems Engineering, Computer Science, Digital Communication or a related field is required. PROFESSIONAL: ● 5 years of professional experience in graphic design and/or web design is required. ● Experience of web/graphic design in social, environmental and/or climate change projects is desired. ● Experience with web analytics, CMS administration, data visualization tools and digital asset management is desirable. ● Experience developing and maintaining bilingual websites, preferably for international organizations, environmental initiatives or knowledge platforms, is desirable. ● Experience in the United Nations or other international organizations is desirable.
