Organizational Context

The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The British Red Cross (BRC) established an office in Türkiye in December 2024 to support its role as Grant Holder for the five-year FCDO-funded 'Economic Resilience and Socio-Economic Empowerment for Refugees and Host Communities in Earthquake Affected Region in Türkiye' project, 2024-2029. The project is implemented through a tripartite partnership between BRC-IFRC-Turkish Red Crescent (TRC) within the FCDO Business Case ‘Building Refugee Resilience and Inclusion in Türkiye (BRRIT)’.
Job Purpose
The Support Officer will provide administrative and policy research support and support the analytical work of the team to promote high‑quality administrative and programme delivery, donor engagement, and informed decision‑making in Türkiye through our work with the Turkish Red Crescent (TRC), Red Cross Red Crescent Movement partners, and other actors.
The Support Officer works under the overall supervision of the Country Representative, with technical guidance from relevant staff in finance management, donor reporting, and research and policy, and in close collaboration with partner and UK office teams. More specifically, the role provides cross‑cutting support to the Country Representative, Finance, Compliance & Risk Manager, and Grants & Reporting Officer by ensuring accurate, well‑organised financial and programme information to support oversight, reporting, analysis and administrative coordination and to contribute to the research and advocacy component of the programme.
Job Duties and Responsibilities
Finance Support
- Assist in maintaining and updating finance dashboards, analysing programme budgets, expenditure trends, burn rates, and variances to support informed decision‑making.
- Assist with foreign exchange (FX) monitoring and analysis, highlighting potential impacts on budgets and donor reporting.
- Support the FCRM in preparing financial analysis inputs (e.g. variance explanations, burn‑rate summaries etc.) when needed/requested
- Support the consolidation of financial information requests from donors or partners, with inputs and validation provided by technical leads when needed/requested.
- Support to maintain structured trackers and working files related to financial analysis and donor follow‑
- Assist in the consolidation of financial reports for BRC and the donor, based on the input and reports received from the team, in coordination with Grants and Reporting Officer.
- Support preparation of financial briefing notes for donor visits, Country Rep meetings, and internal governance processes.
- Support the FCRM in monitoring and follow-up to and reporting on BRC’s external & internal audit processes.
- Support partner compliance checks, risk register and asset register updates as required.
Research and Policy Support
- Review research and contextual analysis to support programme design, donor engagement and strategic discussions.
- In coordination with technical lead, support preparation of high-quality analytical research and policy briefing papers, operational insights and background notes drawing on programme data, reports and external sources, to contribute to the research and advocacy component of the programme.
- Coordinate with BRC, TRC and research consultancy firms on research, policy analysis and dissemination of research and policy reports related to the programme, including on livelihoods and protection.
- Support stakeholder mapping and provide administrative leadership to organize events and dialogues on research and policy reports, engagement with relevant humanitarian stakeholders and writing event reports.
- Support internal learning and evidence‑based planning by synthesising data from the evaluation processes and reviews.
- Maintain analytical trackers, reference documents and shared knowledge resources.
- Support preparation for donor and partner visits by compiling relevant programme and financial background materials.
Administrative Support
- Provide administrative and coordination support to BRC Türkiye office and teams
- Support organization of meetings, donor engagements, partner meetings and missions, including agendas, background and meeting notes and follow‑up actions.
- Draft, edit and format correspondence, briefing notes, internal summaries and presentations.
- Support travel, logistics and scheduling as required, in line with BRC and IFRC procedures.
- Facilitate cross-functional coordination and information flow between programmes, finance, compliance and grants functions.

Coordination, Quality and Risk Awareness
- Support accuracy, consistency and clarity of information shared internally and externally.
- Flag potential risks, inconsistencies or data gaps to the Grants & Reporting Officer or FCRM for follow‑
- Promote good documentation, version control and coordination practices across teams.
- Support continuous improvement of tools, templates and workflows.
- Provide ad‑hoc language support, including translation between Turkish and English (and vice versa), and translation of simple documents, emails, notes, and other materials as required.
Team Member:
- Actively participates in all team meetings with BRC and IFRC as necessary.
- Works and behaves in accordance with all BRC policies, procedures and in line with our Values in Action.
- Upholds the fundamental principles of the Red Cross and acts with integrity, in accordance with the Society’s values (inclusive, compassionate, courageous and dynamics).

Education
Required:
- University degree in finance, economics, business administration, international development, social sciences or a related field.
- High School Diploma
Preferred:
- Academic research or training in research methods, grants support, humanitarian assistance and finance or data analysis.
Experience
Required:
- Minimum 1 year experience in a coordination, programme support or officer‑level role.
- Experience supporting budget analysis, programme finance or donor‑funded projects in financial administration including budget preparation and using spreadsheets.
- Experience of working in a partnership setting.
- Experience of working with institutional donors such as FCDO and other donors.
- Experience of working in international and culturally diverse settings, or within an international organisation
Preferred:
- Experience of research, analysis, or providing policy or advocacy support within a humanitarian or development programme
Knowledge, Skills and Languages
Required:
- Excellent administration and organisational skills, including attention to detail and maintaining up-to-date and accurate records.
- Proven ability to prioritise and manage work effectively in a fast-paced environment, to deliver on time and in full against specific objectives.
- Excellent IT skills, including proficiency with all basic Microsoft Office packages and information management systems. Power BI preferred.
- Ability to summarise, analyse and write reports and briefing note for internal and external audiences in English.
- An understanding of the international humanitarian system or international development contexts.
- An understanding of financial programme budgeting and reporting.
- Ability to ensure inclusive practice, challenge discrimination and promote diversity in line with our Equality, Diversity and Inclusion (EDI) policy.
- Willingness and ability to undertake occasional international travel.
- Willingness to work out-of-hours, when necessary, e.g. during an emergency.
- Excellent English language written and verbal communication skills.
- Native or bilingual proficiency in spoken and written Turkish
Preferred:
- Proven research, drafting, editing and policy analysis skills.
- Knowledge of the International Red Cross and Red Crescent Movement.
- Good command of another IFRC official language (French, Spanish or Arabic)
