Supreme Headquarters Allied Powers Europe (SHAPE) enables NATO’s Strategic Effects across all domains and regions, supporting SACEUR from routine activities to crisis and Maximum Level of Effort operations. Within the Operations Directorate, the J2 Division provides intelligence, warning, and situational awareness to ACO. J2 Targets (J2T) delivers Target Material in support of Joint Effects, while the J2T Support Section manages Target Material Production, data, imagery exploitation, and NATO standards. The Data & System Management Cell maintains NATO targeting data and systems, including JTS and ANDI, and ensures effective coordination with NCIA and national partners.

Principal Duties

The incumbent's duties are:

1. Providing dedicated system support on all systems used with in the J2T, ensuring their smooth running and conducting maintenance as required.

2. Acting as the principle CIS POC with NCIA and other associated agencies and contractors, for the resolution of complex or remote system related issues.

3. Responsibility for the installation, management and maintenance of targeting software and tools to include the Joint Targeting System (JTS).

4. Responsibility for the management and operation of the Automated NATO Data Interface (ANDI), a USA-developed software tool that enables the exchange of targeting data with the Modernised Integrated Database (MIDB).

5. Population of relevant JTS databases in support of NATO targeting.

6. Developing system-related SOPs and standards to ensure their effective use across the J2T.

7. Maintaining a close working relationship with other cells and section heads, to ensure that the J2T operations is supported.

8. Coordinating the management and exchange of data with NATO and national targeting entities.

9. Maintain and update J2T external website.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

- The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

- The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

Essential Qualifications

a.Professional/Experience

  • Experience with management and administration of information systems

  • Experience of computer information security methods and procedures.

  • Experience in Local and Wide Area Network concepts (Protocols, Electronic mail, Internet and electronic equipment related to networks). 

  • Experience working in the Communications Information Systems arena.

b. Education/Training

Higher Secondary education and intermediate vocational trainingwhich might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational trainingleading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3322 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Attributes/Competencies

• Personal Attributes: Tact and discretion required for dealing with sensitive data and classified material, in particular needs to build long term relations with nations producing geospatial information.

• Professional Contacts: The incumbent will work as part of a team of military and civilians of mixed rank, nationality and experience. The incumbent is required to work alongside other teams within SHAPE and the wider NATO targeting enterprise, inclusive of technical, planning, and operations staff. The incumbent is expected to engage daily with officers up to the OF-6 level, and on occasion deliver formal briefs to senior staff and visitors. The incumbent will regularly represent SHAPE J2T with external organisations including counterparts at SHAPE, NATO HQ, NIFC, and across the ACO. The incumbent will also represent SHAPE at ACO, NATO and international conferences.

• Contribution To Objectives: The incumbent is vital to develop and maintain a professional and experienced Data and System management capability with the required subject matter expertise and ensuring continuity beyond rotating military personnel within the SHAPE J2T Data and System management team. That expertise is critical to ensure SHAPE J2T and the NATO targeting community are able to produce targeting graphics and supporting material at the required standard and pace.

There are no reporting responsibilities.

REMARKS

Duration of contractThe successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
