Background:
The OSCE Centre in Ashgabat (CiAsh) continues to support the Government’s efforts aimed at further developing the national trade and transport legal framework and promoting regional economic connectivity. In particular, the Centre contributes to strengthening the capacity of relevant stakeholders, including representatives of the railway, maritime and road transport sectors, as well as other relevant ministries and agencies responsible for the development and implementation of related transport policies.In this context, the Centre will organize a seminar on “Development of Economically Efficient Transport Infrastructure Resilient to Natural Disasters and Climate Change” on 8–9 July 2026 (tbc). The seminar will be held in a blended format for representatives of relevant government agencies and other national stakeholders, with the international expert participating online.
Objective of Assignment:
The international expert will facilitate the seminar in a VTC format on 8-9 July 2026. The participants will join the seminar from the premises of the CiAsh and/or premises of their institutions.

Tasks and Responsibilities:
Under the overall supervision of the «EED Officer», the successful candidate will be tasked with the following duties
Develop the documents (agenda, power point presentations, case studies, etc.) for the Seminar. The material should contain relevant practical samples and lessons learnt from across the OSCE region. The topics should cover most of the following topics (but not necessarily be limited to):
- Transport Infrastructure as a Driver of Security and Sustainable Development
- Economically Efficient Infrastructure Planning
- Climate-Resilient and Disaster Risk Reduction–Focused Engineering Solutions (taking into account respective risks in Central Asian region)
- Institutional Frameworks and Governance
- Financing Sustainable Transport Infrastructure
- Digitalization and Innovation in Transport
- Regional Cooperation and Transport Corridors
- Investing in Resilient Transport: Economic Approaches to Preparedness and RecoveryFacilitate the Seminar – in Russian - on 8-9 July 2026 (tbc), including delivering the presentations and addressing feedbacks and questions from participants.
Prepare a final report in English (min. 3 pages – in English) including the main issues discussed, main challenges, conclusions of the seminar and the list of practical recommendations for national stakeholders on improving the efficiency, resilience, and sustainability of transport policies and investments.
Deliverables:
Training material prepared in coordination with the CiAsh and shared prior to the event
The Course conducted as scheduled. All questions and comments from the participants addressed duly
The Final report prepared by the expert and accepted by the CiAsh

Necessary Qualifications:
University degree in the fields of Transport, Logistics, Finance, Economics, Laws, International Relations or other relevant areas
Minimum 6 years of professional/working experience in the transport/logistics area. Specific experience in the sustainable, climate-resilient transport is a strong asset.
Knowledge of relevant international standards and best practices
Professional fluency in the Russian, fluency in English will be an asset

Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
