Organizational Setting and Reporting Relationship
The position of Senior Knowledge Management Specialist is assigned to the People's Republic of China Resident Mission (PRCM) within the East Asia Department (EARD). You will be based at PRCM in Beijing and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Country Director, PRCM and Advisor, EARD, and will oversee assigned local staff.
Your Role
As a Senior Knowledge Management Specialist, you will provide strategic knowledge management support to PRCM and EARD. You will translate complex technical and policy inputs into practical knowledge products with clear messages, coordinate contributions across ADB departments and developing member countries (DMCs), and ensure high-quality, timely coordination that support EARD's development strategies and knowledge agenda.
You will:
- Help identify and implement opportunities for capturing, distilling, disseminating, and leveraging knowledge from ADB's projects and technical assistance internally within ADB and with ADB members, including private sector development, climate change and regional cooperation, and integration initiatives.
- Identify and support knowledge sharing activities and policy dialogue events, including sourcing of resource speakers, preparation of program, provision of minutes of the respective meetings/seminars, and arrangement of logistics and financing.
- Identify and summarize important policy issues and messages for ADB's policy dialogue, knowledge sharing, and capacity building both internally and externally with our DMCs.
- Coordinate and communicate EARD's development strategies and policy messages, aligning inputs across teams and prioritizing deliverables to meet stakeholders' needs.
- Serve as EARD's focal point on knowledge, working closely with ADB's Department of Communications and Knowledge Management, Sectors Departments, Climate Change and Sustainable Development Department, Office of Safeguards, Private Sector Operations Department, Office of Markets Development and Public-Private Partnerships, and Economics Research and Development Impact Department to coordinate inputs and expand the use and sharing of knowledge products.
- Lead the preparation and quality assurance of EARD knowledge products, ensuring accuracy, consistency, and appropriate handling of issues.
- Represent EARD in relevant Senior Management meetings and support follow-up actions by coordinating inputs and summarizing key decisions.
- Perform other related duties, as assigned.
Qualifications
You will need:
- A master's degree, or equivalent, in knowledge management, public policy studies or related social sciences, media and communications, or university degree and at least 5 years specialized experience.
- Experience in knowledge publication and distribution at senior levels.
- At least 10 years of international experience in a developing nation, or with a multilateral development agency.
- Demonstrated written and verbal communication skills in English.
- Experience applying expertise in an international setting.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
