About the Country/Multi-Country Office

Based in Peru, the Andean Multi-Country Office (ANMCO) also oversees UNOPS operations in Ecuador and Colombia. In both Peru and Ecuador, UNOPS primarily provides technical assistance to strengthen local government capacities and improve public service delivery. Active in Peru since 1995, UNOPS has supported a wide array of initiatives across sectors such as health, education, justice, governance, environment, transportation, agriculture, and recreation—contributing to public sector modernization and the efficient, transparent use of public resources. Over the past 32 years, this collaboration has mobilized nearly USD 4 billion in public investments, delivering estimated savings of 20% and supporting progress toward the Sustainable Development Goals. Job Specific Context

El rol apoyará la asistencia técnica de UNOPS en el marco del proyecto de modernización tecnológica e implementación de un Sistema de Almacenamiento de Energía en Baterías (BESS) en el Centro de Producción Mantaro (CPM) de ELECTROPERU S.A.. El especialista se centrará en los componentes eléctricos y electromecánicos.

Role Purpose

El Ingeniero Eléctrico Especialista proporcionará soporte técnico especializado en sistemas BESS, subestaciones de alta/media tensión y sistemas de potencia al equipo multidisciplinario de UNOPS. Su objetivo es asegurar la calidad, consistencia y viabilidad de la documentación técnica y de procura durante las actuaciones preparatorias, la gestión de licitaciones y el seguimiento contractual posterior para el proyecto EPC y su respectiva supervisión

Functions / Key Results Expected

1. Preparación y Validación de la Procura

  • Apoyar en colaboración con el equipo multidisciplinario en la revisión y actualización de las Especificaciones Técnicas (EETT) y Términos de Referencia (TDR) para los proyectos.
  • Apoyar en la realización de estudios de mercado.
  • Validar el presupuesto de la contratación desde su especialidad, asegurando la consistencia de los costos de equipos y servicios.
  • Desde su especialidad, definir los parámetros de calificación de oferentes (experiencia relevante del personal, capacidad técnica y disponibilidad de equipo) para las licitaciones de ejecución y supervisión.
  • Definición del cronograma de licitación y planificación técnica del proceso.

2. Soporte al Proceso de Licitación y Adjudicación

  • Desde su especialidad, revisar y comentar documentos de proyecto y bases de licitación, así como otra información de la entidad disponible.
  • Participar como miembro de un Comité de UNOPS en la revisión de las actuaciones del Comité de Evaluación de la entidad cooperante.
  • Elaboración –en conjunto con otros miembros del equipo de UNOPS–, de un Informe General de los resultados del proceso de licitación.

3. Supervisión y Monitoreo Post-Adjudicación

  • Supervisar la calidad y el cumplimiento de la ingeniería de detalle contratada para la elaboración y actualización de los documentos técnicos (EETT/TDR).
  • Monitorear el avance de los contratos EPC en sus diferentes fases (fabricación, obras civiles, montaje y conexión a la subestación) y absolver consultas de diseño relativas a su especialidad, establecidos en el marco de los contratos suscritos de los proyectos.
  • Brindar soporte técnico en el seguimiento de las pruebas de pre-comisionamiento y comisionamiento (protocolos FAT y SAT), así como en los ensayos de regulación de frecuencia antes de la puesta en servicio comercial.

Education Requirements

Requerido

  • Título universitario (equivalente a un Bachelor’s degree) en Ingeniería Eléctrica, Ingeniería de Sistemas de Potencia, Industrial o afines, con 4 años de experiencia relevante O

  • Título universitario superior (maestría)en cualquiera de los campos anteriores con 2 años de experiencia relevante.


Deseado

  • Certificación en Gestión de Proyectos (PMP, PRINCE2).

Experience Requirements

Requerido

  • Mínimo de 2 a 4 años de experiencia (dependiendo del grado académico) en el sector energético (proyectos de generación, transmisión, centrales eléctricas o subestaciones de media y alta tensión).

  • Experiencia específica en el diseño, revisión o implementación de Sistemas de Almacenamiento de Energía en Baterías (BESS) o hibridación de plantas con almacenamiento.


Deseado

  • Experiencia en proyectos de gran capacidad (mayor o igual a 10 MW o escala Utility).

  • Experiencia en adquisiciones públicas bajo la modalidad EPC / llave en mano.

  • Experiencia trabajando como Ingeniero del Propietario (Owner's Engineer) o Asesor Técnico de Prestamistas (LTA).
