Organizational Setting and Reporting Relationship
The position of Senior Project Officer is assigned to the Public Sector Management and Governance Sector Office (SD3-PSMG) within Sectors Department 3 (SD3). You will be based at our Resident Mission Office in Ulaanbaatar, Mongolia.
You will report to the Country Operations Head, MNRM and Director, SD3-PSMG or designated Technical International Staff, SD3-PSMG and will oversee junior team members.
Your Role
As a Senior Project Officer, you will provide technical and operational support in project and TA administration, processing, and implementation in the public sector management and governance sector, provide sector analyses for Country Partnership Strategy (CPS), country programming mission (CPM) and country portfolio review mission (CPRM), and policy analyses and dialogues. You are expected to take the assigned accountabilities to the position, and demonstrate thorough, substantial, and diverse experience, ability to undertake a variety of assignments, and to generally work independently or with a team under minimal supervision.
You will:
- Contribute to public sector work in Mongolia Resident Mission (MNRM) by independently conducting sector research, updating information on the specific public sector management and governance, analyzing macro-fiscal, institutional, or economic issues, and preparing analytical reports on the subjects.
- Act as a sector focal point for SD3-PSMG and coordinate closely with relevant government agencies and ADB Headquarters staff.
- Participate in the loan processing missions of projects or programs (policy-based loans [PBL]), reform discussions, and provide technical written inputs in sector information and analyses; follow up issues for fact-finding, negotiation, and Board presentation; provide support for carrying out policy dialogue with the government on policy matters and institutional issues.
- Where assigned to assume the lead role in the processing and administration of specific loans and technical assistance (TAs), day to day engagement with resident mission (RM) and headquarter (HQ) offices of ADB, Government agencies (particularly Ministry of Finance, line ministries, state-owned enterprises or regulators), development partners, private sector partners, and other stakeholders to facilitate the successful formulation and processing of loan and TA projects.
- Provide comments on draft bidding documents, Bid Evaluation Reports, and social safeguard documents to ensure compliance with ADB policies; contributes to policy dialogue with government officials in the context of program, project, and TAs processing and administration.
- Undertake comprehensive project review missions independently, prepare the necessary aide memoires and back to office reports and take follow up action.
- Prepare and update forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible.
- Monitor PSMG portfolio in MNRM (PBLs, Projects, TAs, etc.), track reform progress and outputs, actively resolve bottlenecks with ministries by closely engaging with RM and HQ offices of ADB, government agencies, development partners, private sector partners, and other stakeholders.
- Participate in Country Portfolio Review and Country Programming Missions and monitor the overall performance of the portfolio of ADB projects in the specific sector and related subsectors, including preparing the related pre- and post-mission documentation.
- Independently prepare Project Completion Reports / TA Completion Reports as and when assigned.
- Guide junior officers to facilitate work planning, work execution, and quality control.
- Perform other duties that may be assigned as reflected in the incumbent's workplan.
Qualifications
You will need:
- Bachelor's degree in economics, management, public policy or relevant fields, preferably with Master's Degree or equivalent.
- At least 8 years of relevant professional experience in project management and implementation, and at least 4 years of supervisory experience. Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation /contract management) is desirable.
- Excellent report-writing and communication skills in English
- Able to mentor junior team members to facilitate work planning, delivery, and quality review
- Able to liaise and work effectively with government officials within own work location
- Able to work collaboratively with teams as a constructive team member.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This opening is a local staff position. It is open only to nationals and permanent residents of Mongolia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
